Research On The Effects Of The Migrant Population Of Jinzhou New District To The Economic Development

The analysis of fifth and sixth census data of Jinzhou New District shows that, during the fifth census, Jinzhou New District’s migrant population is248547people, accounts for the resident population of36.50%. The sixth census, Jinzhou New District’s migrant population is493498people, accounts for the resident population of51.99%. Visible, the scale of Jinzhou new area’s migrant population is larger, and the proportion of total number of migrant population in Jinzhou New District’s resident population is also relatively larger. And the main reason of migrant population coming to Jinzhou new district is to do business, the group is mainly young people, and more male than female, the average education level is also slightly higher than that of the resident population. Such a migrant population’s arrival, will inevitably affect the economic development of Jinzhou new district.Large scale of migrant population influx into the city, changing the amount and structure of city population, making up the shortage of labor resources, and promoting local economic development, changing the social and economic situation in the local; but also challenging on the local government’s population management system, producing the pressure of providing the public product, some even becoming social unstable factors, understanding the effects of migrant population on economic development correctly, grasping the trend of the population flow accurately, and solving various problems arising in migrant population, have become an important topic in theory circle that need to think and research deeply. China has a population of over a billion, of which the vast majority of the population live in rural areas, in order to achieve the goal of a well-off society in an all-round way, the key factor is that the farmers. The main economic tasks of the strategic goal is to expand the scale of urban population, gradually reverse the expanding trend of differences of regional differences and the differences of urban and rural and the differences of workers and peasants, improve the construction of social security system, increase social employment, increase the property of family, realize the people’s life and so on, and realizing the strategic goal is closely related to the solving of the problem of employment of rural surplus labor. In a word, to form the correct outlook on the economy of the flow of population, and then to make accurate decision-making has the theory significance and the practice significance, for the prosperity of urban and rural economic development, the formation of benign and standardized management system, improve the construction of socialist market system, and the comprehensive construction of well-off society.In this paper, we mainly study the effect that the migrant population of Jinzhou new district produce on the development of economy, and quantify the effects by calculating the contribution rate that the mobility population of Jinzhou new district produce on the development of economy.we carry out the study from two perspectives, which are the angle of economy and the angle of industrial structure, to get the effect that the migrant population of Jinzhou new district produce on the development of economy. To study the effects of migrant population on the development of economy from the angle of economy, because of the reason of the data, we only choose three indexes, including GDP, the total output value of Enterprises above Designated Size, and the ratio of per capita income of urban and rural, and after the study of the three indicators, we get the three conclusions, respectively is:firstly, the migrant population can promote the growth of the Jinzhou New District’s GDP. Secondly, the migrant population can promote the growth of total output value of Enterprises above Designated Size. Thirdly, the migrant population can narrow the income gap between urban and rural residents. To study the effects of migrant population on the development of economy from the angle of industrial structure, we calculate the degree of structure deviation of three industries and the flexible of employment to study the situation of the employment of the three major industries and the ability of absorbing labor resources, and get that the tertiary industry has the strongest ability of absorbing labor resources.For the calculation of the contribution rate that the migrant population of Jinzhou new district produce on the development of economy, we mainly use the model of effective labor that based on the Cobb-Douglas production function of the new economic growth theory to calculate the flexible of capital, local labor, migrant population, and technological progress, and then to obtain the contribution rate of capital, local labor, migrant population, and technological progress on economic development, and to get the changing trend of the contribution rate, to reflect the effects of migrant population on the development of economy. In the empirical analysis of the reallocation of agricultural sector labor devote to TFP, we adopt the labor structure. Then we calculate the contribution rate that the reallocation of agricultural sector labor produced on the development of economy using the model of effective labor.
