Zhejiang and other areas with better development of industrial clusters, the level of urbanization, urban density is correspondingly higher.However, most of our cities in the promotion of industrial clusters and urbanization development and construction process, usually split off from the two, resulting in two extreme approaches:one is to emphasize the role of urbanization, only the pursuit of a higher rate of urbanization growth targets in some places, excessive emphasis on the development and construction and change farmers’ household registration information, not based on the urbanization promoting industrial development, urbanization is no corresponding industry for support, making industrial hollowing, which appeared the phenomenon of ghost town; Another is the emphasis on the role of industrial clusters, blind planned industrial parks, and concentrated on attracting investment, without regard to the correlation between enterprises, overlook the city of existing capacity.Therefore, how to promote the interactive development of industrial cluster and urbanization should be treated as the future of China’s economic development and urbanization of important issues. From the experience of the Yangtze River Delta and Pearl River Delta can be seen, promoting the urbanization process in China, it is necessary to develop industrial clusters, in southeast China to speed up the pace of development of urbanization in the last20years, are benefiting from the rapid development of regional industrial clusters. Therefore, based on industrial clusters and urbanization interaction relationship as a starting point, through theoretical analysis of interaction between industrial cluster and urbanization, and taking empirical analysis of interaction between industrial cluster and urbanization in Liaoning Province, analysis on the intrinsic link between industrial cluster and urbanization, and how both are mutual promotion and common development problems, how to use the harmonious interaction of both to industry and municipal economy, how to solve the problems in the development of the two, offer some guidance.This article first at home and abroad on industry clusters and urbanization interactive development of elaborate and summarize relevant literature, and on this basis. the development of mechanisms for interaction between the two discuss:on the one hand, industry cluster is the basis and premise of urbanization, industrial clusters to enhance the comprehensive competitiveness of cities and towns, industrial clusters and optimize urban spatial structure; On the other hand, the urbanization provides the basic elements for the industry cluster, urbanization brings enormous social demand of industrial cluster, urbanization provide public service facilities for the industry cluster, urbanization and provide a suitable environment for industrial cluster. Finally, based on empirical research, draw current industrial clusters in Liaoning Province and urbanization interactive development problems.The fifth chapter is about Wenling, Zhejiang Yangtze River Delta industrial cluster and urbanization interaction studies, find out the Wenling city is how to realize the interaction between urbanization and industrial clusters, get some inspiration from its theory, development, policy choice.Finally, this paper puts forward some relevant suggestions on how to promote the development of interdependence, interaction between industrial cluster and urbanization in Liaoning Province, and draws the main conclusion of the study: there is a positive correlation between the level of urbanization and the level of industrial cluster, when urbanization develops to a certain degree, industry cluster development can play an important role in promoting the process of urbanization, at the same time, the development of urbanization will also support the development of industry cluster, the two promote each other, common development. But due to the stage of development, development environment etc. are different, each region should take measures suited to local characteristics, to promote benign interaction between the development of local industrial clusters and urbanization.
