Research On Government Responsibility In Standard Operation Of The Rural Minimum Living Security In China

Rural minimum living security system is a integral part of social security system in modern China.In essence, rural minimum living security system is the "lifetime" of the rural poor. Also, it is a "safe net" in rural society. With the problem of rural poverty has become increasingly prominent, our government and academia turning their attention to building a rural social security system among rural residents; And now, the minimum living security system has been developed in the country, to a certain extent, ease the situation of rural poverty. But still, there’s problem existing, that’s why it is an important issue for China government that how to figure out the courses of rural poverty and the lacking responsibility of it, define the right role of government in rural subsistence security policy, and solve the problem of application of rural subsistence security policy.In this thesis, the rural subsistence security system was studied through two aspects, one was the shifting of government bailout responsibility, the other was the positioning of government. The fundamental theory of subsistence security system was introduced. Based on the operation of rural subsistence security system, this paper also analyzed the change of government ideas of rural subsistence security system responsibility, and the reflection of government responsibility in rural subsistence security system building. From this discussion, we can figure out the lacking of government responsibility. We also figured the examples by summarized the responsibility of Japan government in subsistence security system. The response for subsistence security system building was proposed, which would be a contribution for guaranteeing citizen rights, stabilizing society, improving economic and developing.The topic was discussed through six chapters:Chapter1, Introduced the background and significance, the current researching for government responsibility of subsistence security system building, and the research method of this thesis.Chapter2, concept and theory. Introducing the nature of poverty, government responsibility, and subsistence security system. The theory of society justice and government responsibility was also discussed.Chapter3,analysis of government responsibility and rural subsistence security policy. Discussing the reason that government undertakes the construction of rural subsistence security system, the shifting of idea of government responsibility, and the specified responsibility that government takes.Chapter4, the existing problem of the operation restriction of subsistence security system for China government. Discussed from the aspect of organization, administration, founding, and supervising.Chapter5,the example of Japan subsistence security system and government responsibility. First discussed the shifting of idea of the rights of citizen in Japan, then analyzed the government responsibility in subsistence security system, and based on that, the examples was summarized.Chapter6, regularity of subsistence security system operating for government response. Specified the responsibility for government organizing, perfecting the supervising system, government founding, and the qualification examination of government.
