Research On Evaluation Of Energy Saving And Emission Reduction Policy “Twelfth Five-year” Period Of Shandong Province

Since the economic development of China has entered the "new normal", the economic developmental model which is the main resource consumption and the cost of environmental damage is hard to go on. Shandong province is the typical representative of this development model, and it has a lot of pressure in the aspect of energy conservation and environmental protection. As a basic national policy, energy conservation and emissions reduction policy is the only way to realize the sustainable development, and it is the focus of public attention and hot topic of the academic research. During the period of "twelfth five-year". Although the Shandong province completed the goals and tasks of energy conservation and emissions reduction, but the main energy consumption pattern of coal has not changed, and the total amount of pollutant discharge has been high. This paper intends to evaluate and study energy conservation and emissions reduction policy of Shandong "twelfth five-year" period. And it has a comprehensive evaluation about the completion of energy conservation and emissions reduction targets. It has important theoretical significance and practical significance. In addition, it can offer theory support and advice for the phase of energy conservation and emissions reduction policy.This paper consists of three parts. The first part mainly reviews the main content of energy conservation and emission reduction policy during the "Twelfth five-year" period in Shandong province, including the background, implementation process, energy conservation and emissions reduction status situation, the problems in the execution and reason analysis. During the "twelfth five-year" period, Shandong province constantly strengthen the work, policy and financial support and Supervision and inspection of energy saving and emission reduction. On the basis of the rapid economic development, energy consumption conditions have improved, and the three times industrial structure optimized continuously, and all the objectives on energy saving were completed on schedule. Simultaneously, there are some problems in energy conservation and emissions reduction work. For example, Policy implementation way adopted the policy of "command and control" type, and the policy goal progress is not reasonable and local government didn’t work actively and lack of market mechanism.The second part is the empirical analysis of energy conservation and emission reduction policy in Shandong province. First of all, according to the present situation of the energy conservation and emissions, this part designs a scientific and effective evaluation index system which has three first-level indicators and eight secondary indicators. First-level indicators mainly include resource consumption, comprehensive utilization and innocent treatment. Using grey relational degree analyzes energy conservation and emissions reduction effect of 17 cities in Shandong province. After analysis, we can find that the effect of energy conservation and emissions reduction in Qingdao is the best. It is because of high energy consumption and high pollution in the old area and enterprises’ s shutting down. Open coastal cities of Weihai and Yantai ranks second and third place, and we can find their excellent industrial structure and economic development quality. Rizhao and Laiwu, their energy conservation and emissions reduction effects are the worst, and their common feature is that the industry structure is steel primarily. So their ten thousand yuan GDP energy consumption and power consumption, energy consumption per unit value added of industry are significantly higher than other cities.The third part is mainly based on the previous evaluation and Comprehensive study the advanced experience of energy-saving emission reduction policies in developed countries. This part puts forward the energy conservation and emissions reduction policy suggestion in the next stage. They include strengthening organizational leadership and publicity guide, perfecting the market mechanism, improving the fiscal and taxation policies, strengthening the supervision of law enforcement, improving the inspection and supervision mechanism, establishing and improving the energy conservation and emission reduction technology innovation mechanism and so on.
