The "Eleventh Five-Year Plan" proposed two binding forces: cut energy consumption per unit GDP by 20% and reduce the total discharge of major pollutants by 10%."Twelve Five Year Plan" further deepen the two goals.The current adhere to the scientific concept of development,make efforts to ease the serious situation of resources and environmental constraints,promote energy conservation and emissions reduction measures.Energy is the foundation of the national economy,and has a very close relationship with the development of national economy.China's industrial production increased more and more dependence on energy,The rapid development of economy depends on more energy input,indicating economic development of our country is based on extensive economic.It is this extensive mode of economic growth that made excessive energy consumption,thereby deepening the pollution of environment.Therefore,we need to speed up the industrial structure upgrade and optimization.only in this way the nation can realize the coordinated development of industry,energy and the environment,speed up the construction of a conservation-minded society and achieve energy sustainable development strategy.In this paper,the starting point is the industrial structure.This paper made An empirical analysis about the influence of balance and optimization of industrial structure on energy conservation and emissions reduction.This articles subdivided index of energy conservation and emissions reduction for the total energy consumption,energy consumption intensity,sulfur dioxide emissions per capita,sulfur dioxide emissions per unit of output for four categories,and thus more targeted property structure optimization and upgrading of the impact of energy consumption and environmental quality in the region,then provided the empirical basis for the specific implementation of energy-saving emission reduction policies and the transformation of the pattern of economic development.In this paper,the main conclusions are as follows:First,the northwest has low energy efficiency and serious environmental pollution,the eastern coastal areas has high efficiency of energy utilization and lighter environment pollution.Second,balance of the industrial structure is not the internal driving force for energy conservation and emissions reduction.Deviating from the equilibrium state of industrial structure,energy efficiency will have slightly ascending and slightly decrease in sulfur dioxide emissions per capita;Industrial structure optimization has a positive effect on energy conservation and emissions reduction,effectively improve the energy efficiency and mitigate the environmental pollution problem;the positive influence of industrial structure to the energy conservation and emissions reduction is much bigger than the negative effect of industrial structure equilibrium to energy saving and emission reduction.Third,sulfur dioxide emissions in China are like carbon dioxide emissions existing environmental kuznets curve,which proved that our country now is taking the way of treatment after pollution that the developed countries once took.The government should speed up the implementation of energy conservation and emissions reduction policy,alleviate environment pollution problem,as soon as possible to out of China's sustainable development path.
