The Response Mechanism Of Industrial Coordinative Advantage On Industrial Policy

Since the1990`s, the regional development strategy in China has changed fromunbalanced to coordinated and further to balanced development. This kind oftransformation promoted the country to be more comprehensive coordinating andsustainable development between areas in economy, society, resources andenvironment. However, the core of coordinated development in regional economic isthe coordinated development of industries between areas. Industry as the carrier ofeconomic ties between areas plays an extremely important role in economicdevelopment. To make a general survey of the concrete practice of industrial policy inthe world’s major economies, we can find that the industrial policy is still animportant measure for a country to promote industrial restructuring and enhance theinternational competitiveness of the industry. Nevertheless, how to formulate andimplement industrial policy under today’s global integration environment fordeveloping countries has been more different than twenty or thirty years ago, becausea country’s industry policy has been increasingly affected by the internationalmultilateral or bilateral agreement. Meanwhile, with the further understanding ofmarket failure, the theory basis of industrial policy has been expanding since the1990`s, and "the new industrial policy" appeared. Compared with the traditionalindustrial policy, the new industrial policy has more emphasis on the cooperationbetween government and private sector to overcome "innovation dilemma" and"coordination problem".Therefore, considering the limitations of theoretical knowledge and the reality ofeconomic development, we need to take further studies in the specific connotation ofthe modern industry policy. This paper discusses how the external economy in theprocess of industrial cluster response related industrial policy, constructs themechanism frame of industrial cooperative advantage which is effected by enterpriseinnovation and manufacturers scale economy accumulation from the point ofindustrial policy effect on industrial cluster, studies the connotation of the modernindustry policy, analyzes the influential factors and the mode of action about theresponse mechanism of industrial coordinative advantage on industrial policy.The research conclusion is that,(1) due to the limitation of trade rules,cultivating industrial advantage under the background of the multilateral tradingsystem needs to cultivate the factors and link of comparative advantage;(2) it needs tokeep industry policy measures flexibility, lower industry conversion cost and improve the industry’s ability to change;(3) the key point of industrial policy is to promoteacquired elements advantage such as human capital and technical ability and so on,and the implementation method should adapt to the WTO rules.
