Chinese18th Communist Party Congress report,"urbanization" has become ahigh-frequency word. In the report it is referred to as many as seven times, becoming oneof the hottest topics in China. China’s urbanization process has achieved some results.However, the rate and quality of urbanization is far behind the changes of times and theneed of economic development. There is still a long way for China’s urbanization to go.The practical experience of recent years shows that the gradual rise of level ofurbanization of our country is closely related with the support of fiscal policy, so areasonable urbanization fiscal policy support system is the significant problem faced byChina, The scientific development of China’s urbanization needs the support andcooperation of China’s policy especially financial policy. Strengthening fiscal policy onthe urbanization construction support and amplitude of the current development of China’sdevelopment and plays a very strong role in promoting stability.Currently, however, the development of urbanization of our country is limited by theweak theoretical basis and the inadequate practical experience. There are many problemsof urbanization, Taking stop-gap measures is only a temporary action rather than a totalsolution. When confronted with trials and challenges, the existing pattern of interestscannot fix the drawbacks and will surely hinder the process of urbanization.China’s urbanization development is a worldwide problem affected by variousfactors’ influence such as economic, political, legal, cultural influences; we cannot solvethe problem within a short term. So in the process of urbanization, the government shouldformulate proper polices to make sure that the vital role of fiscal policy in the process ofurbanization. The government should standardize the urbanization-related behaviors byrevenue and expenditure, guiding a right direction for urbanization.
