The Fiscal Policy Research Of Promoting The Construction Of Inner Mongolia New Urbanization

Currently, our country has entered a key period of paying attention to the quality instead of speed, the choice of urbanization path will have long-term implications for the whole country and social development. How to get rid of empiricism and mode, explore the unique area of the connotation of urbanization of and the development path, is the 18 th party congress “new urbanization” strategy significance issue which process the practice deeply. Our country’s urbanization is a worldwide difficult problem, due to the effects of economic, demographic, political, legal, cultural, defense, it can’t be solved in a short time. Therefore, the government should formulate the suitable fiscal policy during the process of urbanization, the fiscal policy should act an very important role during the process of urbanization, through the adjustment of fiscal expenditure structure to regulate the related behavior of the process of urbanization, and guide the urbanization in the direction of good fitness.Although Inner Mongolia has made scores of urbanization, but there are still many shortcomings. The various problems and contradictions during the Inner Mongolia urbanization is inseparable with the paste simple to pursue the expansion of city scale. This paper analysis the present situation and characteristics of Inner Mongolia urbanization, structure a index system of evaluate the quality of the Inner Mongolia new urbanization, using factor analysis method to measure the Inner Mongolia 12 union city, on this basis to summarize the current fiscal policy of Inner Mongolia and its problems. Then focus the factors of which can effects the Inner Mongolia new urbanization, using the factor analysis and regression analysis method to proceed empirical research, then rank the 12 indexes of which can effects the development of Inner Mongolia new urbanization. Research results show that: First, the economic development doesn’t have a promoting effect of Inner Mongolia urbanization; Second, the new urbanization development in Inner Mongolia and has close relationship between the second and third industry employment development;Third, infrastructure construction has the highly relevant with the new urbanizationdevelopment in Inner Mongolia; Fourth, the living environment development is an important factor to promote the development of new urbanization in Inner Mongolia; Fifth, financial investment in promoting the construction of new urbanization in Inner Mongolia has remarkable achievements. Finally, based on the above study and draw lessons from foreign developed countries and developing countries and bring up the fiscal policy to support Inner Mongolia new urbanization:First, to widen the financing channels of finance; Second, adjusting fiscal expenditure structure; Third, increasing the service efficiency of fiscal funds; Fourth, perfect the mechanism of system of new type of urbanization.
