Research On Fiscal Policy To Promote Urbanization Development

China's urbanization is an important transformation in the development of the world, our country made it clear that "develop urbanization in a Chinese way", in order to build a new socialist country, and make economy develop in a high speed. After urbanization has been mentioned in the 16th CPC National Congress, urbanization appeared in a lot of government meetings frequency. Urbanization will be an important goal of our country for a long time. In 1987, China's urbanization rate just has 17.92%, but it reached 52.57%?in 2012. Obviously that the government has played an important role in the development of urbanization process, and has made great contribution to urbanization.This paper has seven parts, The first part is the definition and scope of urbanization, and introduces the research background of it, as a summary of the whole paper; The second part gives an account of the position what government plays in the development of urbanization, then introduces the relationship between finance and urbanization development. The third part focuses on the development of urbanization of Guizhou province, and makes a co-integration analysis on urbanization and industrialization and agricultural modernization, and points out the co-integration relationship exists between them. The fourth part introduces Guizhou from a view of financial, introduce the policy of the country, and establish a nonlinear model about expenditure of education and social security expenditure and urbanization rate, then point out the problems in the development of urbanization. The fifth part is mainly about the introduction of experience; The sixth part gives the opinion about how to promote the construction of urbanization with finance, from the view include system and mechanism, organizational guarantee and environmental protection.The seventh part is the summary of this paper.In conclusion, this paper is based on the theme of urbanization, takes Guizhou as typical example, with demonstration analysis, discuss the way how to reach a healthy development of urbanization, analysis what the government should do to set up public fiscal system, cooperate with the needs of the development of urbanization, eliminate the obstacles.
