China’s current pension insurance for urban workers at institutions including pensioninsurance and pension insurance of employees of two parts. Since the reform and opening up,with the establishment of a social market economy and the continuous improvement ofChina’s pension insurance system for enterprise employees conducted a number of reformshave gradually built up, however, institutions, pension system reform of China’s authoritiesare still in the pilot stage of exploration, the process far behind the reform of the pensioninsurance system for enterprise employees, leading to two systems of mutual segmentation.As social and economic development and population aging, its drawbacks becomeincreasingly prominent, not only affecting the normal and orderly flow of personnel betweendifferent groups, hindering the formation of a unified national labor market and underminesocial justice, and to build a socialist harmonious society poses a serious challenge. Therefore,the national civil service, pension reform and institution staff employees is imperative topromote a unified national pension insurance system established also by the publicexpectations. This reform is not only related to the different units of our employees enjoyequal pension security problems, but also related to the reform process and the sustainabledevelopment of China’s basic old-age insurance system.From the perspective of history and reality of our two-track pension insurance systemdevelopment process, institutional differences, the current situation and existing problemsand ideas and countermeasures track system reforms for a more systematic analysis. The firstpart of the article describes the purpose and significance of the paper, as well as case studiesof foreign public officials about the domestic pension and old-age insurance for urbanworkers, two-track issues; second part summarizes the organs and institutions of the pensioninsurance system for enterprise employees and pension insurance system formed historicaltrajectory of development, as well as the conditions in the two systems to collect pensions,pensions differences, funding patterns and other aspects of the management system; thirdpart is from the management system, fairness and efficiency mechanisms, and other aspectsof the financial burden national civil servants, institutions and corporate employees pensioninsurance system coexist drawbacks are described, summed up the need for the merger of two pension reform and favorable conditions; articles were based on fourth section describespublic officials and ordinary citizens fusion of old-age insurance three foreign pensioninsurance system of public officials, including the Singapore central Provident Fund systemis fully converged, the German civil service completely independent endowment insurancesystem, part of the integration of the U.S. multi-pillar pension system.
