Electric power companies are traditional state-owned business enterprises relating to thenational people’s lively-hood. But lots of electric power companies were affected by plannedeconomy and kept monopoly for a long time. The conception of their management andservices were far away from modern enterprise’s standard. At the same time, Since the electricsystem reform of our country, electric power companies have faced the enormous challenge,facing with the enormous challenge of the quick progress of technological development andthe rocketed changes of the international markets, Building learning organization becomesone of the best ways for electric power companies in order to promote their competitionadvantages to ultimately achieve win-win of society profit and economy profit.If the building effect can’t be evaluated, management can’t continue. Electric powercompanies treat learning organization as an important carrier of the production, exchange,exploitation of knowledge, deeply building learning organization to provide services forthemselves, only when the building activities achieve effect, can the building job to be realize.At present, experts have seldom studies on the evaluation of learning organization creatingeffect in electric power companies, this article bases on the related theory of learningorganization, combines with the conception and unique features of electric power companies,comes up with the evaluation index system of learning organization building effect for electricpower companies and evaluation model based on the learning organization system model ofMichael J·Marquardt. In this evaluation index system,the first-order index includes five itemswhich are learning subsystem, organization subsystem, personal subsystem, knowledgesubsystem, technology subsystem, under every first-order index, there are lots of secondary-order index and30third-order to form a evaluation index system of learning organizationbuilding effect for power supply enterprises and explains the relation of each index and thecalculation method. Besides, the article uses the X Province Electric Power Company as theexample to the demonstration study. By the methods of field survey, the research gets thefirst-hand data,consults scholars adopt AHP to obtain the specific weight of every index,constructs the electric power companies learning organization building effect evaluationmodel with FCM, analyzes the learning organization building level of X Province ElectricPower Company, puts up with lots of reasonable suggestions for building work.
