The acceleration of globalization process and technology rapid updating has led to the increasingly fierce market competition, so enterprise want to be invincible and have come a long-term development, must be able to environmental change, capture new knowledge, acquire new skills, and adjust their activity organized timely to meet the needs of market--this is the Learning Organization. It is an organization with ability to learn, adapt to environmental change, continuous learning and innovation, continue to strengthen the core capacity, and finally to achieve the common goal vision of organization. Learning Organization theory's creation and spread, in particular the power it has demonstrated in the largeness effect in practice made people come to realize that a learning organization is the road toward development for an enterprise.In the paper, with the doctor's subjects "a new management model and technology innovation management practices research of Corporate R&D institutes" as a research base. The thesis makes systematic summarization and review for important document to form a complete theory system. Meanwhile, the paper makes a definition for learning organization as an organizational form, this form gines an impetus for lasting learning of organization. So it becomes the basic and expanding of learning organization theory. Several evaluation methods on the current be used to were discussed commonly, the entropy method due to its simple practicality was finally applied to this evaluation. Paper went on to analysis the status quo and learning organization status quo of YUXI Mine Academe, and established a enterprise learning organization evaluation index system, the system consists of learning ability, innovation and knowledge management capabilities three parts, comprising 15 three Classification indicators. Use Entropy method to fixs the weight of effecting evalustion index system.then analyzes the effection of present learning organization combined with quantitative and qualitative method. And on the basis of case studies we made a method and procedures to build a learning organization of YUXI Mine Academe from learning, organization, personnel, knowledge and technology, five sub-systems pointed.This thesis, from the views of theories and practice, illustrated the strategies and proposals for the implementation of learning organization in YUXI Mine Academe (hereinafter referred to as "YXM"). It is bases on the knowledge of the author's learning organizations theories, as well as the current administrant situations in YUXI Mine Academe, and presents opinions and views in actual circumstances, so has a certain operational. Coinstantaneous, this article use determine and quantitative method to study, evaluate kinds of mine enterprise's learning organization in our country has good-sized effect in theoretic and practice.
