Faced with severe housing problem in urban area, this article aims to probe intoreform of housing system researching on housing economic management system.By reviewing reform of housing system since the foundation of new China andcomparing related papers about the objective of housing system reform both at homeand abroad, this article finds that the fundamental reason why severe problems such asdevelopers speculating business operations, residents’ inability to afford a house andoverwhelming corruption occur is that there exist contradictions between reform ofhousing privation and state ownership of urban land and that “private construction andownership” is regarded as the goal of reform of urban housing system. This articlepoints out the aim of urban housing system reform is to achieve “Public Constructionand Rental Housing System”. It also holds that the public rental housing constructionin Chongqing city best explains that the new housing system of “public constructionand rental housing” fits our national conditions and can be successfully promoted.Main theoretical argument towards the new housing system of “publicconstruction and rental housing” is as follows:1.“Public Construction and Rental Housing System” is established based on“Welfare Housing System” and “Private Construction and Ownership System”.“Welfare Housing System” explains that the goal of urban housing economicmanagement system doesn’t conform to the requirement of market economic andcannot realize the goal of socialist production.“Private Construction and OwnershipSystem” weakens economic base of socialist public ownership, resulting in blindnessand partialness of commercialization goal of urban housing reform, which enlargedgap between the poor and the rich.“Public Construction and Rental Housing System”does not go back to “Welfare Housing System”, nor does it totally deny “PrivateConstruction and Ownership System”.2. Rental relationship is also a kind of commodity trading relationship. Rentaljust changes one-off payment to installment. Developing public rental housing is thetrend of urban housing system reform.3.“Public Construction and Rental Housing System” is adaptive to marketeconomy requirement and overcomes the shortcomings of housing market. It canmake production, allocation, circulation and consumption of housing proceedaccording to the requirement of development of society and economy. In addition, it achieves unity between public land ownership supply and housing construction publicownership supply. It also ensures equal right to use land among people and make suresocial reproduction abides by objective law.4. Since housing privatization reform cannot be achieved in one day, there existsome transitional housing system featuring “Give priority to public rental housing anduse private rental housing as a supplement”.“Public Construction and Rental HousingSystem” can be achieved through our unremitting and persistent effort.
