Research Of Pension Insurance System Of Jiangsu Province From The Perspective Of Coordinated Development Of Urban And Rural

Because of long-standing urban-rural dual economic structure,along with the development of economy and urbanization,the development of the urban pension system has been approaching foll coverage and stable operation; while the new agricultural insurance system started late,and the low level of pension insurance system,those have contributed to the serious gap between urban and rural areas.Eighteen reports of the party put forward to promote the integration of urban and rural development, and then in the Third Plenary Session of the eighteen proposed "form to promote agriculture, the city with rural workers and peasants of reciprocity, urban and rural integration of new industrial relations".To speed up urban and rural areas pension insurance and rural development, establishment of an integrated urban-rural pension insurance system is not only a response to a series of ideas and policies of the Party Central Committee requirements, but also help to reduce the income gap between urban and rural areas, promote the transformation of urban and rural economy, maintain social stability, and ensure that all citizens equally have the opportunity to enjoy the basic rights of Social Security, more conducive to the "urban residents welfare" to "public welfare".With the economic development of Jiangsu to enter the employment structure and the accelerated development of urban,the economic development of Jiangsu also change from the agriculture nurture industry to promote agriculture by industry, to the city with rural,to the strategic stage of urban and rural development. Acceleration of a series of social problems appeared in the process of city of Jiangsu Province as well as the aging of the population growth of Jiangsu.Series of social problems appears and the aging population growth accelerate in the process of urbanization Jiangsu Province, Which forces Jiangsu Province to take action to promote the integration of urban and rural development, and in the process of urbanization, social security issues will undoubtedly become a priority. January1,2014, Jiangsu Province announced to merge the new rural pension insurance system and urban pension insurance system to establish urban and rural pension insurance system.Analysis Jiangsu Province’s urban and rural pension insurance system, we can draw some experience in law.Meanwhile co-ordination is still facing the pension system"fragmentation" and the urban-rural gap and many other issues, Jiangsu Province has a long way to go to develope urban and rural pension insurance system.Thus analysis Jiangsu’s urban and rural pension insurance system has a very important practical significance.In this paper, I had used the method of relevant literature to sort out the study before the current academic research on the formation of urban and rural pension insurance system and define the object of study on this basis.Then in the second chapter,provides an overview of the overall status of urban and rural pension insurance system in Jiangsu Province, to tease out the achievements of Jiangsu Province in urban and rural development. And in the third chapter analyze the challenges faced in the co-ordinating development of urban and rural pension insurance system from both internal and external factors.The fourth chapter briefly analyze foreign pension insurance system(Brazil, India) and the existing domestic policies carried by Chengdu.On this basis, I had formed some reference of co-ordinating development of Jiangsu.In the fifth chapter,I presented the principles of urban and rural pension insurance system should be followed, and put forward some policy suggestions for the Jiangsu co-ordinating development of urban and rural pension insurance system.
