With the acceleration of industrialization and unbanization in China, a largenumber of rest labor forces enter big cities, which makes a difference to populationstruction. Due to differences in many fields between the locals and the immigrants, the―new-dualstrcture‖has existed.Basic medical insurance plays an important role in social security. It isestablished to meet the minimum medical needs in society. It should be teached byeveryone in the society. But now, only people who’s got residency in cities can reach itwhile others cannot.The article takes basic medical insurance in Shanghai as a sample. It comesthrough the importance of equalization of basic medical insurance in typer metropolisunder the background of the―new-dual strcture‖. The article gives the theories to prove theequalization of medcare. The article analysis the current medicare situation of both localsand immigrants by paper servey, reports and data collection. The reason for theinequalization is the conflicts between the increasing demand and the limit of medicalresources. Furthemore, it’s a problem of interest conflict between the locals and theimmigrants.The inequalization accelerated the―new-dual strcture‖. The article finds out whois responsible for medical equalization. And analysis the relationship among government,enterprises and employees. The article finds out a medicare fee tatio the3parts should takeby mathematic models and also prove the possibility of this idea. The article put forwordthe method of fund collection over the residency. And I also put forward that immigrants get involved in medicare step by step. Finally, the article put forword some advices for theequalization of basic medial insurance.
