Beijing Capital International Airport Strategy Oriented Performance System Construction

Capital Airports Holding Company (abbreviation CAH), under the supervision of Civil Aviation Administration of China, is a cross-regional, diversified state-owned enterprise. It’s main business includes airport management, airport construction, investment and financing, hotel and travel industry and service guarantee, with the largest number of airports (31), in which the Capital International Airport is the largest and busiest airport in China. Its strategy management and performance appraisal management were built from scratch, and have experienced several phases of development, striving to establish a set of strategy orientated performance appraisal system in accord with the enterprise’s own unique demand. Based on previous studies, this paper will review and refine existing strategy decomposition and execution management tools, in light of state-owned corporate strategy management practices, focusing on actual operating results and analyze the adaptability of existing management tools in strategy management of state-owned enterprises, study the current status and defect of implementation of the strategy management tools such as the Balanced Scorecard. Taking Capital Airports Holding Company as the main study case, summarize and analyze the decomposition process and methods of corporate strategy, propose improvement methods for the existing strategic implementation and management tools to better adapt to the state-own enterprises operation, and study the strategic orientated performance appraisal system of state-owned enterprises applicable for state-own enterprises, in order to form the plan for strategy decomposition and performance appraisal program of Capital Airports Holding Company.
