After the third acquisition had been fallen to the ground in the Chinese telecom market, three major telecom operators started a new battle for attracting customers under the full services providing environment. Business Strategies, as one of most important guidance for enterprises to find the path in the fierce competition, had taken a superior position for Chinese corporations. Strategy development is quite important, but the implementation of the strategy is equally or prior to it. A good strategy is only a prerequisite for successful business, while the effective implementation of corporate strategy is the assurance of the final triumph on companies'objective. The municipal companies of China Mobile, as a key strategic executor, need to consider the practical purpose of the strategy which is issued by the higher authorities and the detail of strategy decomposition and implementation. In order to cope with the current difficulties on strategy management, this article start from the study on Strategic Map Theory. And then by giving a series of investigations and visits to tremendous municipal companies of China Mobile, concluded an elaborate analysis on companies'status quo and existing problems for strategy management and implementation issues. Helping the municipal companies of China Mobile to build the strategic map to find out strategic themes and relating performance indicators by linking theory with practices. Final step is to figure out how to use some tactics to implement strategy objectives indeed and properly. This study could be available to the entire municipal companies of China Mobile, and help them to manage and decompose the strategy to the decomposition with the guidance significance, and ultimately improve the competitiveness of the whole enterprise.
