Theirsustainable livelihoods for various reasons have been affected. Italso caused the contradiction between the government and farmers,and even lead to some group of malignant events happened. In theprocess of our urbanization, therefore, to protect the interests ofland-losing farmers has become one of social hot issues.This article adopts the way of questionnaire and interview. Fromland expropriation compensation, about lost ground afteremployment, income and living conditions, housing, health care,pensions, children education, etc., the land-losing farmers ofShanxi province Lan county part carried on the thoroughinvestigation. Summarizes that the single land expropriationcompensation form, low land expropriation compensation,difficulty of again obtaining employment and problem such asimperfection of social security, about the land-lost farmers benefit protection. Then, analyzed game process by using the theory ofstakeholder interests of various stakeholders in the process of landexpropriation. And on this basis, summed up the causing of thelower interests of farmers in the process of our urbanization, themain reasons for abuses including, land acquisition program designis not reasonable, land-losing farmer own quality is low, the localgovernment of land-lost farmers employment service does notreach the designated position and the rural social security systemis not defected etc.; Finally, put forward the correspondingcountermeasures and suggestions by using the theory ofstakeholders and the theory of civil society to solve the problem ofland-lost farmers interests protection in urbanization: First, interms of further perfecting the system of land expropriation, Isuggest that the government will perfect the land expropriationcompensation standard, formulate specific reasonable landexpropriation procedures, clear legal responsibility of landexpropriation, draw lessons from the beneficial experience ofdeveloped countries land compensation. Second, in terms ofeffective solve the land-lost farmers re-employment, I suggestion tostrengthen the land-lost farmers vocational skills training, provideentrepreneurial farmers for the loan. Third, in terms of improvingthe land-lost farmers’ social security system, I suggest to speed upthe rural security and urban security system of cohesion, broadenapplication for affordable housing, public housing and low-renthousing policy to the land-lost farmers, increase the intensity ofpension, unemployment insurance coverage, promote thedisconnection of rural social security and household registration system, security land-lost farmers’ sustainable livelihoods. Fourth,in the aspect of land-losing farmers raise level autonomyorganization, I suggest to represent the association of proposedland-lost farmers, smooth and widen the channel of the land-losingfarmers’ interest expression. In this paper, the innovation isproposed to broaden application for affordable housing, publichousing and low-rent housing policy to the land-lost farmers,promote the disconnection of rural social security and householdregistration system etc. rationalization proposals.
