Domestic and foreign research and practice show that the level of the allocation efficiency of science and technology resources, has a direct impact on the speed and quality of the progress of science and technology, and the role of the progress of science and technology on the economic development. The important symbol of optimized allocation of scientific and technological resources is the time that the limited totals of scientific and technological resources distributed to different economic departments and technology sectors by scientific distribution, and play scientific and technological resources their maximum economic benefit and social benefit. Due to historical development and policy making, the difference in economy, technology and culture between the various regions and departments in China is great, and the problem of department division, region segmentation is very serious, the research on allocation efficiency of science and technology resources is necessary. How to optimize the allocation of resources and take advantage of rich ocean resources in Shandong Peninsula is of great strategic significance to the national economic layout. The paper has a research on optimized allocation efficiency, put forward some problems and propose some countermeasures, in order to comprehensively improve the technology ability, excavate the advantage and potential of technology in the blue economic zone of Shandong Peninsula, and promote the development of the blue economic zone of Shandong Peninsula and the society.The paper analyzes and discusses the related theory based on the domestic and foreign research results about the allocation of science and technology resources, and uses the related theory and model to optimize the allocation of science and technology resources in the blue economic zone of Shandong Peninsula.The full text is mainly divided into six parts:The first chapter is the preface. This section introduces the background and significance of research, the ideas, methods and content of research, research features and innovation point. At the same time the section introducesthe relevant information of the blue economic zone of Shandong Peninsula. The second chapter is the research about the related concepts about the research from different perspective. At the same time it also introduces some of the home and abroad research status at the same time, and points out the disadvantages of the present study.The third chapter is the description of the science and technology resources present situation. From the perspectives on the present situation of the input of human, financial and material science and technology resources, the output of scientific and technological achievements, the benefit output of science and technology and so on, it introduces the current resource allocation situation of science and technology of the blue economic zone of Shandong Peninsula. Also from the several aspects, it compares the blue economic zone of Shandong Peninsula with the four major economic zones along the coast of China.The fourth chapter is an empirical analysis. First of all, the paper introduces the basic theory and the advantage of the data envelopment analysis,and then elaborates one of the common models of the analysis—the C2R model. Second, based on the research of the theory, it builds an evaluation index system of allocation of regional science and technology resources by following some evaluation principals. Then the paper makes a longitudinal and horizontal analysis of the allocative efficiency of science and technology resources in the blue economic zone of Shandong Peninsula by using the five years’ relevant data of the blue economic zone of Shandong Peninsula and the date of other economic areas in China. The result of the longitudinal analysis shows that the allocation of science and technology resources in the blue economic zone of Shandong Peninsula is relatively effective, but on the other hand the allocation does not reach a size increasing by degree. The result of the horizontal analysis shows that compared with other economic zones in China, it is also relatively effective. It shows that the science and technology allocation policy in the Shandong Peninsula Blue Economic Zone is appropriate and the input and output of science and technology resources is in a ideal level. But the DEA efficiency does not mean the status of allocation in the area is out of any question, instead it shows that the science and technology resource allocation in the blue economic zone of Shandong Peninsula does not reach a size increasing by degree, and according to related data and descriptive statistics from the relevant departments, the regional science and technology resources allocation has a great gap compared with the developed economic zone. That is to say, the allocation of science and technology resources still needs to be optimized, and the allocation efficiency of science and technology resources also needs to be improved. So at the end of this chapter, the text proposes the problems about science and technology resources allocation in the blue economic zone of Shandong Peninsula.The fifth chapter gives some proposals about promoting the efficiency of the allocation science and technology resources in the blue economic zone of Shandong Peninsula. According to the problems in the blue economic zone of Shandong Peninsula, the author suggests some relevant policy recommendations, which are from the perspectives on the allocations of the human, financial and material science and technology resources, mainly including the introduction of scientific and technological talent, increasing R&D input, providing a good platform for the research, and accelerating the development of ocean science and technology industry and so on.The sixth chapter is the research conclusion, limitation and outlook. This section summarizes the conclusion and thinks about the limitations of this study and makes some prospect for related issues research in future.
