| In order to accelerate the adjustment of economic structure and change the mode of economic growth after financial crisis, various places of China have issued a series of plans to develop strategic emerging industry. Huaining Country also made the decision to develop strategic emerging industry. According to the scope of strategic emerging industries that Anhui Province has determined, the country decides to develop electronic information, energy saving and environmental protection, new materials, biology, new energy, high-end equipment manufacturing, new energy vehicles and public safety. However, due to the particularity of the country compared to the province and city, traditional industries occupy a large proportion. So we must find appropriate ways to select industries and cultivation system in the process of developing strategic emerging industry.Under the guidance of regional economics, industrial economics, statistics and other related theory, the article proposes Huaining Country choose its strategic emerging industry by means of realistic choice, the choice of the government and comparison between the two. Meanwhile, we find the shortcomings of Huaining Country developing strategic emerging industry and determine cultivating system to develop the industry after introducing successful experience of developed country—Xinchang Country in cultivating strategic emerging’industry.Firstly, the article analyzes strategic emerging industry of Huaining in theory. It uses qualitative and quantitative analysis mainly. We understand strategic emerging industry of Huaining generally by qualitative analysis. We mainly use Factor Analysis that widely used in industry choice. After ranking the score of each strategic emerging industry’s designed indicators, we decide to develop high-end equipment manufacturing industry, new materials and new energy industries industry in priority.Secondly, the article introduces government’s choice of strategic emerging industry. According to the relevant policy documents, we introduce several strategic emerging industries in detail. In connection with the difference between realistic choice and the choice of the government, the article gives reasons in particularity of country economic, delay of government policies and difference of evaluation factors.Finally, the article introduces successful experience of developed country—Xinchang Country in cultivating strategic emerging industry. By comparison of two countries’strategic emerging industry, we find out problems of Huaining in developing strategic emerging industry and similarity of two countries in developing strategic emerging industry. Further, the article proposes the cultivating system to cultivate strategic emerging industry of Huaining by ways of strengthening the capability of independent innovation, strengthening the organization, building a strategic emerging industry clusters, focusing on the relationship between traditional industry and strategic emerging industry and strengthening financial support. We hope this system can play a role in guiding Huaining Country to develop strategic emerging industry quickly and efficiently. |
