Analysis Of The Current Situation Of Surplus Rural Labor Transfer And Constraints In Fujian Province

The issue of "agriculture, rural areas and farmers" is always the focus of China’s economic development. The precondition to solve the problem of "agriculture, rural areas and farmers" is to balance urban and rural social and economic development, prosperous rural economy, speed up the urbanization process, follow a route of urbanization with its own characteristics. However, in the process of this development, rural labor force did not effectively use, thus, largely it restricted the growth of farmers’ income, and affected the economic impact of rbanization,so,how to ransfer the rural surplus labor effectively is the key to solve the problem of "agriculture, rural areas and farmers" in our country. Therefore, based on the local characteristics, concretely analyzing the local transfer of surplus rural labor force status and restricting factors has become an important subject of business community and academic research.During the study, this paper use the theoretical analysis and case study, using a lot of facts and figures to illustrate the status of rural surplus labor force in Fujian Province, further studying the local characteristics of labor transfer, constraints, and the related policies and measures. Research shows that:(1) there is a large number of hidden rural surplus labor force in Fujian Province, the transfer of surplus labor out of agriculture is the main force of agricultural production, they are the force strong in the rural labor no matter for the aspects of educational background or the age. In the same time, there is mainly outside the province, township is complementary in transfer geographic.(2) The restriction factor of rural surplus labor transfer in Fujian province is mainly the opportunity cost of rural transfer, the cities for city to absorb the surplus labor force, and so on.(3) For how to guide the transfer of rural labor issues reasonably, on the one hand, need to improve the quality of the rural surplus labor, there should carry out the agricultural surplus labor vocational skills training; at the same time, deepening the reform of the supporting system, promoting co-ordination employment and rural pilot work; and promoting entrepreneurship training to help migrant entrepreneurial success. On the other hand, should further promote the optimization of rural agriculture development, to further the liberation of the rural labor force, then deepen the agricultural cooperation between Fujian and Taiwan, accelerate the agricultural science and technology progress, give full play to the role of the agricultural cooperative organizations.Based on the specific characteristics of Fujian province, this paper analyzed the present situation and restriction factor of rural surplus labor, the research conclusion, in theory will be help to further observe many phenomena in the process of transfer of rural labor; in practice, the reference suggestion will provide certain reference significance for the construction of socialist new countryside.
