| Since the 21st century,with the rapid development of China’s market economy,the competition among enterprises has become increasingly fierce.In such fierce competition,giving priority to talents can gain the initiative in the market.The formulation and implementation of human resource strategy can not only deal with the changing environment,but also expand the pool of talents,enterprises gradually realize that human resource has become the core competitiveness of enterprise development when analyzing their overall strategic environment.The electric engineering company is a state-owned construction enterprise.With the rapid change of the external environment,the company’s existing human resources are beginning to show more and more problems.Although the company has formulated the "14th Five-Year Plan",it has not formulated the corresponding human resources strategy,and the company’s human resources functional departments cannot provide substantial support for the company’s overall strategy and business strategy.Secondly,the company has problems such as a low professional level of human resources,lack of reserve talents and insufficient talent training.In this context,in order to promote the sustainable development of enterprises,how to formulate the human resources strategy in line with the company’s overall strategy needs to be further revealed.In this thesis,the human resources of the telecommunication company are taken as the research object,and based on the theoretical summary of domestic and foreign scholars’ human resources strategy research,the external environment and internal environment of the human resources of the telecommunication company are analyzed in detail by using PEST analysis and SWOT analysis respectively.Secondly,the trend extrapolation method and Markov chain are used to forecast the demand and supply of human resources in the telecommunication company.Finally,based on the overall strategy and business strategy of the telecommunication company,combined with the SWOT matrix,a "centralized human resources strategy" is formulated to coordinate with the overall strategy and business strategy of the company.On the basis of the formulated human resource strategy,combined with four types of implementation schemes,three types of guaranteed methods and one type of control methods,the human resource strategy of the electric engineering company is further ensured to be effectively implemented.The human resource strategy proposed in this thesis aims at providing help for the sustainable development of enterprises,but also helping the electric company to provide good talent reserve and human resource guarantee in construction enterprises.At the same time,it can provide a reference value for "brother companies" to solve similar problems. |
