Analysis And Implementation Of Human Resources Strategy Of C Unicom

China telecom industry has entered a rapid development period from the last century90’s, It has achieved great development and historic leap.On May24,2008,the national three ministries have jointly issued the "Ontice on deepening the reform of telecommunications system"3G competition has been formed.C Unicom is based on the original Netcom and original Unicom network assets, personnel, business restructuring. Faced with the fierce market competition, how to construct the strategic system of human resources to enhance the core competitiveness of enterprises to realize the strategic goal of the enterprise is the problem that the enterprise is facing.In this paper, the theory of human resource strategy and enterprise strategy, enterprise strategic management discussion and analysis as the core of the human resource strategy, how to guide the building of enterprise management, improve enterprise’s performance, eventually support enterprise strategic goal. This paper uses the literature research, comparative study, case study method, SWOT analysis, PEST analysis tool and the method, carries on the analysis to the C Unicom, from the company’s internal and external environment, analysis of enterprise development strategy and human resources to adapt to the strategy. After that, the development of human resources strategic system, discusses the implementation process of C Unicom Company from the aspects of organization, broadband position system, construction, the overall performance management system of the salary system, human resources training system, enterprise culture, respectively, to solve the problems faced by the human resource development.
