In a BIG DATA environment, booming data growth have attracted the attention of the world. American and other countries have BIG DATA into their strategic planning, many well-known domestic and foreign enterprises have invested into the BIG DATA. With the continuous development of information resources mining on network, information products emerge in an endless stream, new business models are also emerging in the process. The network information resources are expanding the scope of knowledge, but also promote the development of information technology, network is an important part of synergic innovation.The first chapter, introduction. The research perspective of synergic network information resources development and utilization mainly include synergic innovation and information resource allocation, the former mainly starts from the synergetic and the innovation of the network, the other is based on the combination of welfare economics, information science, complex system theory, synergic innovation system are involved. The second chapter mainly introduces the connotation, dimension and the innovation model of synergic innovation. From the collaborative manufacturing to synergic innovation, from the virtual network organization, cooperative innovation application matures. The third chapter, the network synergic innovation and integration of social resources. In a BIG DATA environment, synergic innovation refers to the innovation organization model which fully utilize the network information resources of the integrated innovation organization pattern, that is employed by innovative entities such as enterprise, government, universities, research institutions, intermediaries and other users, in order to achieve knowledge and technology innovation. Network information resources have the characteristics of large size, complex structure, dynamic, linkage relationship and social resources, but also has a positive effect on society. Therefore, taking into account of the relationship between network synergic innovation and social resources, the management mechanism of synergic innovation cannot be confined to the network information resources. Hence, the fourth chapter further discusses the management mechanism from the information resources, innovation entities, and social stratification plane aspects. The information asymmetric still cannot be avoid under the management mechanism. Thus strengthening the information sharing is beneficial to the improvement of information asymmetry, constructing the network synergic innovation platform may be an effective solution. The fifth chapter, the network synergic innovation platform. This chapter begins from the information demand, combined with current popular BIG DATA analysis techniques, discusses the operation mechanism of the network synergic innovation platform. The sixth chapter mainly elaborates the application and implementation of the platform, platform application includes the path analysis, route design, and the selection of optimal path, wherein the three application path are innovation platform based on regional, industry and demand, respectively. Platform implementation strategy mainly includes the construction of supporting facilities, promotion of resource linkage, creation of a good atmosphere, joint talent training etc.. The last chapter is the summary of the previous research, in-depth analysis of the possible problems, and sets prospect of the topic.
