Research On The Evolution Process Of Rural Subsistence Allowance Distribution And Its Enlightement

As part of social security in rural social assistance, the Subsistence Allowance Policy help poor rural families to keep the minimum living standard.In order to solve the problem of living and keep the rural poor in a stable livelihood, all the poor rural families shall receive it. The System has gone ups and downs for seven years since its establishment from2007.So as to improve the problem of food and clothing of rural minimum living security policy and effectively solve the rural poverty problem, the author investigated the quota allocation in rural minimum living security policy implementation for the past years. This thesis takes the Longtun village (Guizhou province) as a case, uses calendar year’s subsistence allowances allocation for clues to investigate the evolution of the minimum living standard distribution. After three times’fieldworkabout the minimal assurance distribution, the author found that the distribution of subsistence allowances has gone through three different stages, and each stage has different characteristics. The first year to implementation minimum living standard distribution is in2007. At that time, the village has not established subsistence allowances system; everything is in the exploration and the implementation stage, so they carried out that "only the real poor families should be receive rural subsistence".In2008, the indicators of minimal assurance increased, after distribution by village cadres, appeared two phenomenon:"only the real poor families should be receive rural subsistence" and "those who should not receive rural subsistence." With the improvement of national poverty line and rural residents indicators further increased in2010, Longtun village carried out the "fixed insurance","by turns insurance"and "no need insurance" plans after competition between village cadres and villagers.Evolution occurs in rural minimum living security allocation did not operate in isolation, it also closely related among policy itself, the main policy implementation and policy target groups. First, the growing indicators of minimal assurance, there is a disconnect between the supply and demand; Second, the village cadres, township subsistence allowances agencies and personnel ineffective policies implementation, they did not strictly according to the subsistence allowances allocation procedures, and lack of necessary supervision; Third, farmers forced poverty and backwardness of rural reality, looked very "rational" and good "calculating".Subsistence allowances allocated evolution has brought us some worth considering problems, such as how to solve the subsistence allowances quota disconnect between supply and demand, and achieved guarantee function target of the rural minimum living security; how to regulate the rural minimum living security allocation procedure, achieve a virtuous operation subsistence allowances policy; How to coordinate the relationship between rural subsistence allowances and rural development policies, etc. Therefore, the author consider that our country could explore to establish a rural family property declaration system, implement distribution according to need, in order to achieve accurate assistance; Establish and improve the rural minimum living security supervision mechanism, standardize minimum work procedures; strengthen the effective cohesion of rural residents and rural poverty alleviation and development, push rural development, promote the rural social and subsistence allowances healthy and orderly operation,to achieve solve the problem of poverty in rural areas in a stable, persistent, and effectively way.
