Nowadays, under the background of integration of informatization and industrialization, as two important ways for organization success, both enterprise IT capability and management by quality are welcome by more and more enterprises. But facing the situation of enterprise informatization’s high investment and low effectiveness and the issue of what management by quality is, companies are confused and discouraged. In the academic field, many scholars believed that enterprise IT capability and management by quality are complementary resources and can produce synergy effects in previous studies, but the relationship between enterprise IT capability and management by quality and the mechanism of enterprise IT capability and management by quality’s impacting on organizational performance have not been clarified. Therefore, this study aims to answer the following questions:(1) how enterprises treat enterprise IT capability from a whole perspective?(2) what are management by quality and its practice framework?(3) what is the relationship between enterprise IT capability and management by quality?(4) how do enterprise IT capability and management by quality impact on organizational performance?From the aspect of methodology, first of all, this paper summarized a number of previous domestic and foreign literatures about enterprise IT capability, management by quality and organizational performance, and proposed research model and hypothesis on this basis; then, combining with enterprise management consulting experience and interview, this paper used the Delphi method to develop an initial scale and conducted a questionnaire forecast in more than80companies. A measurement scale with three dimensions of enterprise IT capability, six dimensions of management by quality and two dimensions of organizational performance was formed and used to formally survey in450companies. In the following, this paper examined the model and hypothesis through mathematical and statistical analysis. Finally, the reality of enterprise IT capability, management by quality and organizational performance results in actual business operations were showed through a case study.Our conclusions are as follows:(1) IT strategy, IT resources and IT operation can form an overall perspective to measure enterprise IT Capability.(2) management by quality is an eternal enterprise management philosophy and its modern framework includes six dimensions-leadership, strategy, customers and markets, resources, process management and measurement, analysis&improvement.(3) the three dimensions of enterprise IT capability all have positive impacts on management by quality.(4) management by quality completely mediates the relationship between IT operation and organizational performance and the relationship between IT resources and non-financial performance, partially mediates the relationship between IT strategy and organizational performance.This study enriched the local research about enterprise IT capability and management by quality, explored and developed the measurement scale about enterprise IT capability, management by quality and organizational performance, clarified the mechanism of enterprise IT capability and management by quality’s impacting on organizational performance, and specifically guided enterprise IT capability and management by quality practices in the enterprises.
