Evaluation The Effect On The Policy Of The Economic Applicable Housing’s Implementation In Shanxi Province

At the beginning of1994, in order to solve the housing problems of urban low-income families, our country try to explore and establish an urban housing security system characterized by affordable housing, which has accompanied us through nearly20years by the year of2014. However, as early as2012, there are some provinces announced to stop the construction of affordable housing and combined the affordable housing, low-rent housing and public rental housing, referred to as " three-housing merger" in short. This caused a heated debate in the academia and society. But how the policy implementation effects about affordable housing in the past20years were, why and when it was canceled, how about the merger and other issues need us to do some research. This paper treats Shanxi as its object to do an empirical study,, and made a tentative assessment towards the effect of the implementation of the affordable housing policy in Shanxi Province of the past20years, and with a hope to provide references for answering the above-mentioned questions concerning our life.This paper, on the basis of some theoretical studies to assess the effect of public policy at home and abroad, made a comprehensive review and summary of the effects of policies on affordable housing in China and Shanxi for20years. This paper take a different approach to affordable housing policy to assess the effect of Shanxi Province, on the basis of phase division, mainly after comparison and qualitative and quantitative methods at different stages of the policy effects of doing stage evaluation; to William? Dunn on public policy evaluation criteria of sufficiency policy, policy of fairness and policy response criteria were used quantitative methods, qualitative methods, survey methods, Shanxi affordable housing policy effects were assessed; concluded more different assessment conclusions Finally, the overall results of the assessment.Then the final conclusion can be got: after the ten years’ development of the affordable housing system in Shanxi province, affordable housing policy satisfies the masses in general and plays a positive and effective role in the housing reform process, such as increasing the supply of housing, alleviating the shortage of housing to some extent, solving the housing problems for a part of the low-income families in the town, and giving play to the function of the housing security. In practice, however, in the implementation process of affordable housing policy, there have been many problems causing a relatively large controversy in society. Besides, the execution power of affordable housing policy has raised a lot of attention in society, and the security object awareness and satisfaction are ordinary in general and not as good as expected. Affordable housing, because of the problems existed in the process of construction, distribution, supervision and management, the overall effect on affordable housing policies compromised.The innovation of this paper lies in the following fact that it makes a review and summary to the whole process of evolution of the affordable housing policy in our country since it has been put forward, the policy objectives in three different stages are summarized and made effects assessment respectively by using the before and after comparison method and qualitative method.By building a policy adequacy evaluation index system on the basis of public policy assessment criteria, using a combination of qualitative and quantitative assessment methods and three criterion layers including the adequacy, equity and responsiveness of policy, an overall evaluation was made towards the effects of the affordable housing policy of recent ten years in Shanxi province. The deficiencies of this study lies in the scientificity of index setting in the process of designing the policy adequacy assessment index system, which needs to be further tested.
