Study On The Affordable Housing’s Policy Optimization In Henan Province

Since reform and opening-up, China’s housing system has been successfully changed from the welfare housing to monetization of housing. With the advance of the housing market, the contradiction which the high house prices and the housing difficulties of low-income families is sharp increasingly. Under the big background of social harmony, the government promote the building of affordable housing for solve the low-income families living difficult problem. Now, the affordable housing has become an important way that people can live to a house. However, the affordable housing policy is not perfect which has a lot of loopholes in operating mechanisms, The problem about the affordable housing construction has been increasingly obvious, based on the analysis of the affordable housing construction in Henan Province, how to get rid of the bondage fund bottleneck on affordable housing construction. Formulate scientific and reasonable public housing policy, and reduce waste of resources and other issues are imminent. Through the relevant data analysis in this paper, which can understand and solve the house’s problem to the low-income group.Firstly, I state the connotation and classification of affordable housing briefly in this paper, further illustrates the theoretical basis of affordable housing theory, the public distribution theory and so on. At the same time,in the perspective of affordable housing policy in Henan province, on the basis of analysis of the current policy of affordable housing’s implementation, the several aspects like that the financing channel, land supply,social resource allocation,legal protection and so on. Explore how to build a scientific and reasonable system about affordable housing policy.Through analysis of relevant case and foreign construction of the affordable housing, I find them in the process of affordable housing policy who can adjust the housing policy according to the change of social environment. At the same time, fully consider the actual needs of the protection of objects. For example, the American government according to the income level of security object who use all kinds of subsidies and tax breaks, build perfect legal guarantee system that through the law to standardize behavior main body, to ensure that the affordable housing policy into effect, make the scientific planning and strict management on the real estate market, keep the balance between supply and demand to risk aversion. The government limited participation on some affordable housing construction, which not only reduce the pressure of the government, also can give full play to the market mechanism, the supply of affordable housing is much more efficient.This paper argued that, Henan provincial party committee, the provincial government should consider all the influence factors of financing in the affordable housing, which can optimize the financing policy and strengthen the participation of social capital. To strengthen the overall planning of affordable housing, avoid the generation of “high vacancy rate” in the affordable housing. To regulate access to affordable housing and exit conditions strictly, set up special management institutions to implement dynamic management. To make the housing act as soon as possible, let illegal behavior to be punished. Make the social resources have rational allocation which to expand coverage of affordable housing.All in all, the affordable housing as a bigger project, Henan provincial government should be prepared to position function. Response to the central policy positively, so that the affordable housing policy is scientific and rational.
