Research Of The Housing Problems Considering The Floating Population Of Urban Village Reconstruction In Taiyuan City

Basically, there are urban village problems in each of the cities with rapidurbanization. Judging by their basic function, the current urban villages in Taiyuan havegradually evolved into a new form of community that provides low-rent housing and aliving for the low-income migrant population.Currently, instead of evaluating the positive and negative effects of urban villages,the academics commonly hold the inertial thinking which leads to planning andtransformation of urban villages in consideration of specific issues. At the same time,the focus of the urban village reconstruction is always put on villagers, the governmentand property developers, ignoring the interests of floating population for a long time.With the deepening understanding of urban villages in recent years and the introspectionof the reconstruction effects, more and more scholars have come to realize that simplereform without addressing the housing problems for large numbers of floatingpopulation in urban villages, can only provide temporary solution rather than apermanent cure. With the reconstruction of the urban villages, low-income floatingpopulation who have lived in the village will lose their low-cost way of living. How totransform urban villages by taking the housing problems of floating population intoconsideration, therefore, has become a subject urgently to be solved in each city. Undersuch a background, this paper, taking Taiyuan city as research object, points out therelevant countermeasures to urban village reconstruction considering the residentialproblems of the floating population through investigations to urban village in Taiyuancity.This paper firstly demonstrates the necessity of the housing problems consideringthe floating population under the background of urban village reconstruction in Taiyuancity from a macroscopic view. Then through the on-the-spot investigation, itsummarizes the floating population’s living status and the present situation of therenovation in Taiyuan urban villages. Also, this paper points out the existing way ofreconstruction has not taken the living problems of floating population into account inaspects such as the goal, participants of reconstruction, the application of land and fundsafter reconstruction, and poses the successful urban villages as examples for empiricalstudy. Concerning that the reconstruction of urban villages did not take the livingproblem of the floating population into account, this paper analyses its deep reasons from the perspective of government failure and market failure in urban villagereconstruction. Based on the above argument, this paper finally puts forward the issueof principles and countermeasures to the housing problems considering the floatingpopulation under the background of urban village reconstruction.
