China has achieved major achievements in the urbanization process over the recent years.It was estimated that by the end of 2020,the urbanization rate of China ’ s permanent population would have reached 64%,and the number of cities would have increased to 687.Along with this development trend,a large number of indigenous villagers in rural areas,as well as the influx of non-native population,have become urban residents while their original settlement areas have been surrounded by the expanding cities,gradually forming urban village areas with backward public infrastructure,complex population composition and difficult comprehensive social management,which have become obstacles to further urban development.Over the recent years,governments throughout the country have carried out a vigorous campaign so as to renovate urban villages in their regions.Cities introduce policies appropriate to the situations in their local property markets.While adjusting the population structure,increasing land supply,improving people’s living conditions and enhancing the vitality of urban reform and development,many social problems have been exposed,such as inefficient administrative approval,improper coordination of interests and unsecured enterprises investment returns.Taiyuan,as a typical city for urban village renovation over the recent years,has its unique renovation model and practices that are more valuable to study and explore.Combined with the typical model of urban village renovation,the purpose of this paper is to study the risk identification and key development operation points of such projects from the perspective of enterprises,providing a reference for the industry.At the same time,the impact of policy on the specific development process is summarized in the context of practical concrete operations.First and foremost,this paper sorts out the renovation models and development and changes of urban village in Taiyuan City,and horizontally compares the merits and demerits of urban renovation models in several typical cities.Furthermore,combined with a typical case of urban renovation in Village A,the paper elaborates and analyzes several key elements one after another,for instance demolition and relocation plan,control plan revision,capital flow,planning and construction,and market feedback,in an attempt to explore the role and influence in the overall operation of multiple parties in the same project,such as government,development enterprises and village collectives and potential risks in dealing with similar projects.Finally,in view of the positive experiences and negative lessons from the practice,as well as the summarized potential risks,corresponding solutions and avoidance measures are proposed.On the one hand,the research of this paper will bring a boost to the improvement of relevant renovation work with the participation of the government and villagers as a whole,providing theoretical and practical reference for the same type of renovation projects,and serving as decision basis and theoretical reference for development enterprises;on the other hand,as the national urbanization renovation process and real estate regulation and control enter a brand new stage that “houses are for living in and not for speculative investment” and the general direction of regulation that stabilizing housing price and land price is as firm as a rock,this paper has certain practical and theoretical value in terms of renovation mode adjustment and policy formulation and how to implement urban village renovation under the new situation.
