Based On Research Gap Measure To Raise The Basic Old-age Insurance

The population in the world development shows a trend of decrease, and life expectancy is the birth rate. No matter what the levels of development of countries, are faced with the challenge of population aging, such a problem.Therefore, how to establish effective pension system, how to construct a highly efficient management system, and how effective investment operation of pension,to deal with the aging of the arrival of the peak period has become the focus of the world.This paper is to summarize the experience and lessons of the reform of the old-age insurance system in China, based on the China national conditions, learning from international experience, to promote the reform and development of basic pension insurance in china. This paper reviewed the research of basic pension fund-raising, work on the pension from the domestic and international paper sums up, and summarizes the research on pension gap, thus the pension reform process problems are discussed, that should be emphatically inspects about gap problem. The transition cost produced in the process of reform, as well as the explicitness of implicit pension debt and empty account are the causes of the pension fund gap, the gap problem, using the related theory knowledge of insurance actuarial, establish the balance scale model to measure China’s basic pension gap size, and makes a quantitative analysis for the influence of factors of the pension gap, to find out the influencing factors for the size of the gap change trend, appropriate solutions and suggestions to the commission. Finally,according to the above conclusion, to perfect the raising give the suggestion and the opinion of China’s basic pension fund.
