The Research About The Problem Of Rural Surplus Labor Transfer Of Chengdu-chongqing Economic Zone Constraction

Chengdu-chongqing economic zone as an important economic region in the west, the contradiction of the dual economic structure is very obvious,and the level of development between urban and rural economic is imbalance, and in many respects, it is very similar to our country national condition.Chengdu-chongqing region as the reform pilot area in oue country,there will be a certain representative significance on study of chengdu-chongqing economic zone.In chengdu-chongqing economic zone,there are so many rural population and so little arable land that rural labor force become to turn to non-agricultural sectors for life.The They have little cultura and skills,so the scope of employment is narrow to them.The household registration system and social security system, etc.,is adapt to the dual economic system of our country,so famers who enter the city can’t to enjoy equal rights with urban residents in many parts. In addition,the factors like the low level of urbanization, the slow development of township enterprises, the imperfection of the urban and rural labor market, etc,restricting the transfer of rural labor force. Rural surplus labor force could to support the construction of the economic zone,but if there are too many rural surplus labor force are stay in the countryside, and the allocation of resources can not be optimized, it will not conducive to improve the rural economy, and the gap between rural with urban would be increased, and it will hinder the whole construction of chengdu-chongqing economic zone.So,according to the characteristics of the rural surplus labor in chengdu-chongqing economic zone and the factors hindering the transfer of the surplus labor, on the basis of learning foreign advanced theoretical models and studing a large number of literature,and rely on several kinds of analysis method, the author puts forward some constructive countermeasures, that raising fanners’ own quality, perfecting the relevant policy provisions, speeding up the construction of urbanization,building small towns and providing labor export services.Only to help rural surplus labor force to transfer reasonablely and orderly, can to speed up the development of chengdu-chongqing economic zone construction.
