The Comparative Study On Pension System Between China And USA

Pension is an important means of reducing the elderly poverty, and it has a huge impact to the development of sustainable economic growth and social stability. Beginning in the1970s, however, due to the frequent oil crisis, the global economic bubbles and factors such as population aging, personal income polarization phenomenon has become increasingly serious. Under the background of various sharpening contradictions implied in the social becoming more and more intensified, the reform of the pension system has become the national economy and people’s livelihood issues of greatest concern, but also academic research hotspot at home and abroad. All countries in the world are in the tide of pension system reform, although due to the different background, culture and so on, the way of reforming is also different, yet how to establish and perfect the pension system, become the core issue of pension system reform.Since the1990s, on the basis of the existing pension system, our country have focused on the reform and exploration of setting up a new pension system, which has made important contributions to China’s reform and opening up, economic development and social stability. However, because of the background of "old before getting rich" Chinese national conditions, the progressive and transitional pension construction, the imbalance between urban and rural development and so on, the Chinese unformed pension system is facing not only the problem of common problems like its foreign counterparts, but also difficulties with Chinese characteristics. How to build pension system with Chinese characteristics has attracted a great deal of discussion. Therefore, putting forward countermeasures and suggestions, promotion pension reform effectively and properly, has become a research subject with great significance to the construction of economic development, social stability and building harmonious society.This paper has launched the research on China’s pension system construction, and in reference to foreign experience and domestic practice, it has put forward the countermeasure and the suggestion of perfecting China’s pension system. First of all, the paper expounded the connotation of pension and its system and related theory, which increased the awareness of pension and its system, and laid the foundation for the further discussion of the pension system; Second it compared the United States pension reform practice and the development of China’s pension system to search for the common problems and the regularity of experience; And then further explored the status quo and problems of China’s pension system, analyzed the reasons, so as to find out the sticking point of China’s current pension system; Finally, in view of the problems in the pension system reasonable solutions and suggestions were put forward. The significance of theoretical research is to analyze the problems existing in the current China’s pension system, and then putting forward effective countermeasure and the suggestion, according to the policy of paying attention to the fairness and efficiency and the principle of sustainable development, which is the key and aim in this paper.
