Research On Sustainability Evaluation And Demonstration Of Land Consolidation

Land resource is the basic resources for supporting human development and social progress, and also the basic of agricultural production and the development of national economy, which is related the country’s political stability, economic development speed, degree of social harmony and sustainable development of ecological environment. With the economic development and the increase of population, human demand for land resources is growing. The contradiction between people and land is growing. Land consolidation has become one of effective means of contradiction. Through the development of land, increase effective cultivated area, improve the quality of cultivated land, the construction of basic farmland, high standards to implement the goal of farmland preservation task; improving the living conditions of farmers and rural environment, improve the rural infrastructure, promoting agricultural modernization and new rural construction, promote the "three rural issues"; the land use structure and layout optimization, economical and intensive utilization of land, alleviate the accelerated development of industrialization and urbanization, the contradiction between land supply and demand, promote the integration of urban and rural construction and the overall coordination of economic and social sustainable development. In order to promote the sustainable and healthy development, land rectification work, give full play to the role of land consolidation should have, the paper entitled sustainable evaluation of land remediation projects, with the study on theory and practice of promoting land sustainable evaluation.This paper first summarizes the domestic and foreign land remediation situation, determine the content and direction of this paper, by analyzing and comparing the determined by analytic hierarchy process, entropy method, linear weighted sum method, technology route formulation research, for the development of bedding. According to the connotation of land consolidation and sustainable development, construct the framework of evaluation of sustainable land management projects, the land regulation defining sustainability evaluation and its basic characteristics. On the basis of theoretical study, this paper studied the sustainable development theory, system theory, modern control and the feedback theory, cost-benefit theory and landscape ecology theory on land sustainability, and puts forward the procedure and method of sustainable evaluation of land consolidation, land from the increased effective use area and improve land productivity, enhance the land against natural disasters, improve the ecological environment, economic vitality and social acceptability of the4aspects of the standard, then according to this standard to establish the evaluation index system of sustainable land consolidation, evaluation model. In this paper, using the method of analytic hierarchy process (AHP) and entropy weight comprehensive evaluation index, and to Long Qu Shi Yan Zhen project as an example, by using the multi factor comprehensive evaluation method and multi project comparison analysis method is studied, results showed that land consolidation project Shi Yan Zhen sustainability by barely rising to the rectification of the medium duration sustainability is enhanced, the project area. Indicates that the established evaluation index system of the degree of sustainability can reflect project, has a high theoretical and practical significance.Finally, the article puts forward countermeasures of land sustainable development, land consolidation should establish a strict standard operating procedures, establish the direction of land consolidation industry benign circulation system, and urban and rural and new rural construction, renovation pattern combining ecological land, through a strong foundation to play a greater role.
