| Land is essential to the survival and development of human beings,and land consolid ation is an important project that conforms to the economic and social development and co ncerns the national interest and people's livelihood.The project of land consolidation,whic h is represented by the link of urban construction land increase and rural residential land de crease as well as the concentration of construction of farmers' houses,aims at no growth i n total construction land within the region,no reduction of farmland,improvement of farml and quality,rational layout of land,increase in intensification level and promotion of peopl e's living quality,by means of demolition of old buildings and construction of new buildin gs and land rehabilitation.However,the evaluation of land consolidation performance indi cates the economic performance,social performance and ecological performance that ar e measured by a scientific way after the land consolidation project is put into effect,so tha t whether the project realizes an ideal effect will be decided.The evaluation of land consoli dation performance may help to improve and complete the theories related to land consolid ation,make a plan and guidance on the practical activities related to land consolidation,an d discover the problems and insufficiencies existing in land consolidation.Therefore,it's n ecessary to carry out the evaluation of land consolidation performance.In this paper,the land consolidation projects in Chunlin Village of Wenjiang District o f Chengdu are studied.According to the field survey and literature review,the implementat ion background of land consolidation projects,including the link of urban construction lan d increase and rural residential land decrease,is introduced,and the domestic and oversea s literatures related to land consolidation and its performance evaluation are review.The co nnotation and related theories of land consolidation and its performance evaluation are anal yzed systematically.According to the related academic research achievements,a land cons olidation performance evaluation system is established,containing the indexes of industria l development,social development,and landscape.Based the evaluation system,the metho d of Multiple Hierarchy Fuzzy Comprehensive Evaluation is adopted into use,for analyzin g the implementation of land consolidation projects in Chunlin Village,including the link o f urban construction land increase and rural residential land decrease as well as the concent ration of construction of farmers' house,and assessing the implementation effect.Finally,i t draws conclusions that the implementation of land consolidation projects in Chunlin Villa ge,including the link of urban construction land increase and rural residential land decreas e as well as the concentration of construction of farmers' house,realizes a harmonious development among economic performance,social performance and ecological performance;th e performance of industrial development which represents the economic performance ha s a relative low score,but the comprehensive performance is good in general.In addition,the evaluation methods are summarized in this paper,and related optimiza tions are put forward.Moreover,based on the practical situation of land consolidation proj ects in Chunlin Village,the suggestions on properly distributing industries,promoting the e conomic performance of the projects,improving the social security mechanism,avoiding t he marginalization of farmers and vacant villages,and improving the supporting measure s of land consolidation are proposed,in order to provide reference for the related projects. |
