Study On Performance Evaluation Of Land Consolidation

As a measure, land consolidation had been increasing attention, which could increase the overall efficiency, improve production and living conditions. Since the Land Consolidation and Rehabilitation Center was established in 1998,our country had invested a lot of money to carry out a wide range of practical work for land consolidation. Some projects had been completed, which played a significant role in ensuring national food security, the Equilibrium, solving the three rural issues and building a new socialist countryside, However, some of the Land consolidation activities attached more importance to quantity, less importance to quality, ignored ecological protection, and pursued the high quality design. Therefore, We must put the performance as an important part of land consolidation. Full supervision must be carried out to promote the sound development of land consolidation in project approval, planning, design, construction and final acceptance. Against this background, this paper investigated the method of land consolidation performance through the establishment of a perfect evaluation system, which not only enriched the theory of land consolidation, but also standardized and guided the practice of land consolidation.On the base of summarizing home and abroad theories on the performance evaluation of land consolidation, this paper evaluated the land consolidation project of Liu Miao and Zi Wen Village in Tianmen City, Hubei Province. It had six parts.The first part was introduction, which mainly analyzed the topics background, significance, home and abroad research trends, research contents, Methods and the technique routes.The second part was a theoretical study, which elaborated the system theory of the land consolidation performance evaluation. It described in detail its theoretical basis, such as principal-agent theory, cost-benefit theory, theory of the ecological environment, etc.The third part was the study on the performance evaluation of land consolidation. Including the principle of the index system, the index weights, Conception, Index value and so on.The fourth part described the research methods of land consolidation performance evaluation, including the cost-benefit analysis, comparative law, factor analysis, fuzzy comprehensive evaluation and so on, and then these methods were compared. At last, the proper method was determined for this paper.The fifth part was empirical research. Taking Liu Miao and Zi Wen Village in Tianmen Hubei Province as example, this paper used the above index and methods to study the selected items. It evaluated the five factors, containing management, functional, economic, social, and ecological. It was concluded that the study area had good success and achieved good results in land consolidation projects.The final part was conclusion. According to empirical research, performance issues related to land consolidation was thought.
