At present, the global civil aviation market developed fast, with huge market and brilliant future. In Europe and America, with growing competition between airlines, the "open skies" has become an irresistible trend, making air market booming because of the global civil aviation market integration and the improvement of freedom. Similarly, the development of civil aviation industry in China is in full swing. Since1949, after the founding of new China, Premier Zhou Enlai personally take charge, and for the establishment and development of China’s civil aviation industry to take the first step, that is now more than60years later. China’s civil aviation industry has changed, and China has become the world’s civil aviation giant, its number of airports, aircraft, airline network, total transportation turnover, passenger throughput and cargo throughput of data is one of the world’s forefronts. With the development of China’s economic strength at the national "Twelve-Five" planning under the guidance of China’s civil aviation market has once again entered a period of rapid development.In2013, Chongqing Jiangbei international airport’s passenger throughput reached25.249million for the whole year, which is a new high record, was ranked in the national top ten airports, ranking Ninth place. It is the Southwest level gateway hub airport. Chongqing civil aviation ground service company was responsible for the international and domestic flight’s passenger and freight transport in Chongqing Jiangbei international airport, providing passenger service,freight,ramp service, comprehensive ground handling services. The passenger and cargo operations accounted for overall business volume of Chongqing airport70%, the employs are around1532people and develop faster. Training management system has very important significance for faster development of civil aviation airport ground services Company. Training management system plays a important roles for the quality and efficiency of the company’s human resources management, particularly for emerging industries which had certain specialized and particularity.Training management system of Chongqing civil aviation ground service company currently has some problems.
