Study On In-service Training For Air Traffic Controllers Of China Civil Aviation

Air traffic control (ATC) plays an important role in civil aviation and harmonizes the airlines and airports to accomplish the mission of civil aviation transportation. Air traffic controllers take the responsibility of civil aviation safety and in charge of air traffic management. The specific job is surveilling and directing the whole flight of aircraft. The ATC system has been paying greater attention to air traffic controllers. It is required that the knowledge, the skills and the non-technical skills of air traffic controllers should be developed via training to fulfill the improvement of ATC and civil aviation safety consequently. According to the scheme of future of ATC, the air traffic controllers should not only ensure the safety of civil aviation but also play successfully the role of "air traffic services" in the intending situation.The above issues are studied in this thesis which aiming at perfecting the training system, improving the managements and enhancing the capabilities of air traffic controllers.All of these are crucial for the fulfillment of "safety and effective civil aviation air traffic management system". This thesis consists of five parts as following: The basic information and the current situation for the study of the thesis is made clear in the 1st part. Then the knowledge of ATC referred in this thesis and the training in organization are summarized in the following part. In the text, the problems and issues for CCA-ATC are considered with the basis of comparison with that abroad and investigation on the spot. Consequently, countermeasures responding to those issues are brought forward. In the last portion, the expectations to the thesis are dissertated.Referring to the research methods, the application is necessary to be illuminated. Demonstration is the principal part with combination between theory and practice. Therefore the practical measures are according to the studied problems. With the application of literature, many valuable results are consulted in this thesis. Investigation & research in the spot in Wuhan ATC provide the chance to collecting the first research materials.The countermeasures to the issues are brought out in this thesis on the basis of research and demonstration. The innovations are these as following: confirm the content of training on the way of human reliability research;amelioration of the methods of training;complementarities on the evaluation of training's outcome~2.
