Inner Mongolia water industry investment group co., LTD., is funded by the people’s government of Inner Mongolia autonomous region, a state-owned exclusive company. To solve the conflict of rapid economic growth and increasingly scarce water resources of the autonomous region, promote the reform of water conservancy investment and financing system of the Inner Mongolia autonomous region, explore and gradually establish a benign water operation mechanism of a government-led, social capital, market operation, enterprise development, the Inner Mongolia autonomous region people’s government decide to build autonomous regional water conservancy infrastructure construction investment and financing platform based on the water investment group. The water conservancy bureau integrate enterprise and public institutions under the bureau-level and joint contribute and establish Inner Mongolia water investment co., LTD.. This company is responsible for industrial and urban water supply within the scope of the autonomous region, sewage treatment; the investment, construction and operation of water and electricity project; promote the entire district water industrialization, marketization process and establishment research experience of positive operation mechanism of water affairs.The people’s government and water conservancy bureau of the autonomous region give strong support to the new company. The company was established in2005with a registered capital of4.254billion RMB and by the end of2013the company’s total assets is12billion RMB. The company’s development is rapid. However the contradiction of the company’s rapid development and the talent shortage is becoming increasingly prominent. This conflict even affects the company’s development. This article is intended to use the theories and methods of modern human resources management, investigate on representative holding company of the group, diagnose and analyze the human resources management’s current situation, the exist problems, the caused harm and influence, put forward the specific suggestions and countermeasures finally, practically solve disadvantage aspect of the shortage of talent. Ensure company’s continuous healthy development; achieve strategic objectives of the two grades government, the autonomous region people’s government and the autonomous region water conservancy department.
