Xanadu was founded by Kublai Khan (1215-1294), the grandson of Genghis Khan, in the middle of13th century on the northern grassland of China. The Yuan Dynasty was founded in Xanadu, which became world famous as the summer capital of the Yuan Dynasty. Together with Datu (Peking), they formed the famous two capitals of Yuan Dynasty. The tourism exploitation and utilization of the world culture heritage in Xanadu has great significance in protecting cultural relics strengthening the attraction of the tourism resources of Xilingol and improving the grassland tourism visibility.Although the tourism user time of Xanadu was earlier, to be the world culture heritage, it’s also a new research topic. So, there are two important questions which have great influence on Xanadu’s tourism development, How to deal with the relationship between protection, inheritance and utilization. How to make tourism development and rational utilization of the world culture heritage.The article first comb and defining the meaning of heritage tourism and eco-tourism. Second to brief the development present situation and problems. Third, analyses the heritage of ecological tourism in natural conditions, cultural conditions and the problems existing in the development. On the base of the heritage sites is put forward necessity and important meaning of developing ecological tourism.The focus of this paper elaborated the background of development, proposed thinking of exploitation and utilization of world cultural heritage in Xanadu:the conception must be considered in the progress of exploitation and utilization of world cultural heritage. Then, the paper provides some different measures, according to the exploitation and utilization of world cultural heritage in Xanadu.
