World heritage sites include many of the planet's most outstanding attractions and grandest monuments of the past. They are treasures in the fullest and deepest sense. They require management that preserves them for future generations and, at the same time, makes them accessible to the public for purposes of education an enjoyment. Finding the proper balance between these demands figures as one of the most difficult and important tasks world heritage site managers have to perform.China has a great number of World Heritage Sites, which is the third of the world. The year 2004, in some sense, is the world heritage year of China: The 28th World Heritage Conference was held in Su Zhou; the south wall of historic town Ping Yao collapsed all of a sudden; six world heritage sites including the Palace Museum raised their Admissions. All these made World Heritage the focus of media and public and caused great discussion. The discussion helps us to look on "the upsurge of world heritage application" wisely. It's meaningful for us to reform the existing management and legislation.But our world heritage theoretic study is slower than the reality, which caused great damage to world heritage sites. As people's knowledge of world heritage grows, they start to pay more attention in this area. From the existing literature we can see, studies on heritage in China are mainly in the following areas: the value of heritage; how to use the heritage resource; tourists in heritage sites; impact of heritage tourism and protection and planning of heritage sites. But there's still no a book or paper that systemic discusses the relation between heritage protection and tourism exploitation, and no practical methods in use. So this paper focuses on the process research of world heritage protection and tourism exploitation, mean to build an integrated system and change the situation of weak protection and disorderly management.Furthermore, this paper also discusses the problems China faces in world heritage protection and tourism exploitation, and advances the solutions.
