Research On Influences On Technology Innovation Capacity Of Our Country From OFDI’s Reverse Technology Spillovers

With the rapid development of the world economy and our economy, Chinesegovernment encourages enterprises to go abroad seeking for technology, resources and so on.Along with the increasing scale of OFDI, it is getting more and more attention, what is theeffect on the development of domestic production. Meanwhile technical advantage bringsmore economic benefits than cost advantage, so it is becoming the core competence ofenterprise and nation. So how to gain technical advantage becomes the priority of theresearch and practice. Scholars mainly research on the connection between OFDI andtechnical advantage, specific to whether and why OFDI can have reverse technologyspillover effects, and how the effects promote technology progress. Technological innovationis the advanced form of technological progress and the key point to gain excess profits. So itis necessary to research on technological innovation alone stripped from technologicalprogress. To achieve technical innovation can only through technical innovative capabilityimprovement. Through that help enterprise gain excess profits and the nation becomes aninnovational nation. Based on this, this text is focusing on research and exploration on howOFDI Reverse Technology Spillover affects our nation technology innovation capacity, onthe theory and reality respects respectively.On the research of influence mechanism of OFDI reverse technology spillover havingeffects on technology innovation capability, this paper concludes the previous researches andpoints out that the OFDI reverse technology spillover can improve the technology innovationcapability through R&D return mechanism, demonstration model mechanism, personnelflow mechanism and spillover mechanism of enterprise network. Enterprise technicalinnovative ability improvement can lead the whole industry and then the whole nationtechnology innovation capacity. From the aspect of quantitative analysis, through gatheringdata about our nation OFDI and technology innovation capacity, get the final result. Theamount of OFDI is increasing year after year, but the overall scale is small; the investmentamount to developed countries has increased, but it accounts for a less percentage of allOFDI; the investment to high-tech industry has increased, but it is mainly for resources andfinancial investment; the amount of technical innovation has raised, but still in a low level,the technology innovation capacity need to be improved. From the aspect of empirical analysis, this text established a model based on knowledge production function, chose thedata from1996to2012and used least square method to analyse the influence of OFDIreverse technology spillover on technology innovation capacity. The result shows that OFDIreverse technology spillover has weak inhibition effects on our nation technology innovationcapacity, and is not the Granger reason of improvement of technology innovation capacity.The input of R&D investment and research personnel is not only the Granger reason ofimprovement of technology innovation ability, but also has significantly promotion on it.This is in accordance with the facts. It might because the scale and stock oftechnology-seeking OFDI and reverse technology spillover effects are small, whichinfluences the effects on technology innovation capacity. Based on qualitative andquantitative analysis, this paper would make suggestions on both government and enterpriselevel, such as encouraging technology-seeking OFDI, establishing and improving thetechnical innovation system, paying attention to the personnel training, improving ability ofabsorbing, converting and innovation technology.
