Transformation Of The Old Factory Government Land Revenue Analysis And Policy Recommendations In Guangzhou

San-jiu reconstruction on Guangzhou to revitalize a lot of idle land and increasing the supply of land for urban upgrading industrial structure has played a huge role in the transfer Since2009. Guangzhou respond positively to the San-jiu reform policy, promulgated the "Opinions renovation work (Sui Fu [2009] No.56)","on accelerating the San-jiu reconstruction opened in2009, involves the old city, the old village, the old plant to develop a detailed description of the transformation model and the distribution of benefits. In2012promulgated the "additional comments renovation work (Sui Fu [2012] No.20)","on accelerating the San-jiu reconstruction,it is the practice of periodic review and supplement several years."No.20" were more in-depth requirements on the old plant transformation, strengthen the role of the market mechanism, clear indication of the old plant on the principle "should be stored to make storage"; and made an adjustment on planning volume from3.5to3.0or less, calculate compensation rate. In this paper, combined with benchmark land price data and new policy,analysis in the transformation of two modes, government land revenue and its impact,and so on.Great significance for government land revenue and policy research.First, the article discusses the San-jiu transformation practical results, summarizes research progress at home and abroad, then put forward ideas and methods of this study. Second, focusing on the differences between the old and new policy changes,and in-depth interpretation of the text. Third, analysis estimates the transformation of two modes,to get a different development approach. Fourth, analysis of factors influencing government land revenue,including volume rate,premium rates,benchmark land prices changes in market prices and other factors research. Finally, tease out a series of old plant problems,in-depth analysis; and propose appropriate policy recommendations.The article hope to explore the transformation of the old plant to adapt to Guangzhou government income research techniques route and to help smooth the transformation of the old plant.
