A Study On The Influence Factors And Utilization Of Retained Land Development In Guangzhou

With the rapid development of China's economy and urbanization,plenty of rural collective land are expropriated by the government,which leads to the situation that many farmers lose their land.Hence the agrarian policy of retained land was made to ease social contradiction as well as maintain social stability.As an integral part of land expropriation compensation measure,The fundamental purposes of retained land are creating long-term benefits and additional jobs for the colletive economic organizations membership.It is not only an important method of land-lost farmers resettlement but also a pattern to insurance their rights and interests.This thesis launched the research based on the field visit of retained land project in Guangzhou as well as interview and questionnaire survey for rural collective members?leaders?public official?specialists and scholars involved in retained land exploitation.The structure of this thesis is successively analyze several items about retained land,including policy?scale?current situation?utilization level?problems exisiting in the utilization process and influencing factors.On the basis of above work,corresponding countermeasures and suggestions could be presented.To begin with,this paper presented organization and analysis of evolution process described policy of retained land as well as its specific provisions,followed by explaning the significance of exploitation and utilization of retained land;In the second place,this thesis analyzed the scale and rising tendency of retained land,along with the redemption condition of the area indexes,different exploration modes and the general utilization level.Therefrom reveals the problems exisiting in the utilization process of retained land;Third,Conducting an empirical analysis on the relation between the influencing factors and the effect of retained land utilization by establishing the index system.Then the multi linear regression model was explored in order to analyze the factors including geographic location?land scale?time consumed for examination and approval? exploration mode ? plot ratio ? land status and so on.Finally,presenting relevant countermeasures and suggestions based on the analysis of the policy?promblms and influencing factors of retained land.From the above results,such conclusions may be drawn:First of all,The scale of retained land mainly distributed in urban periphery and the increment generally emerged a decline trend.Village collectives tend to choose physical land rather than other ways of compensation.Besides,manufacture is the major industry for retained land.Self-development?Joint Development and Government Purchasesares/Circulation are four main exploration models.The exploitation level of retained land is low from the whole city.Second,Speak of the problems exisiting in the utilization process of retained land,turns out site selection and approvals optaining usually confronted with lots of difficulties and cost a long time.In addition,there are also inconsistencies between the regulatory plan of retained land and urban planning.Furthermore,,the project are generally extensive and sometimes illegal construction may exist.Third,Geographic location?land scale and time consumed for examination and approval are three main factors strongly influenced the development and utilization of retained land;Development Mode ? plot ratio ? land status have certain influence in development process.Fourth,In order to facilitate the development and utilization of retained land in Guangzhou,special planning modification should be drew up and the procedure for approval should be optimized,then scientifically guiding the site location selection of retained land cluster together in area as much as possible.Moreover,drafting rational industries lists for retained land as a reference and carrying out investment promotion activities for retained land might be help.
