The implementation of urban land supply policy and urban land utilization issue has become the hotspot concerned by both the government and the researchers in China, in accordance with urbanization, industrialization and modernization. The performance evaluation of land supply system tests land supply policy, by finding defects of the system, and providing scientific evidence for the improvement and perfection of urban land supply policy. The government policy was formulated and implemented for promoting social justice and harmony. Therefore, to add social justice and social harmony as important indicators could expand and elevate the performance evaluation of land supply system. In addition, land supply performance evaluation of a city with the tools of information technology, using a combination of qualitative and quantitative analysis methods, is of realistic meaning and applicable value.Firstly, the author analyzed the domestic and abroad theories of performance evaluation and made the conclusion about the deficiencies of current evaluation model. According to the new features and requirements of the current situation, the author proposed a new urban land supply performance evaluation model, which might be an upgraded version of the current evaluation model. Secondly, the present study established a performance evaluation method of urban land supply computing platform applying computer programming methods. The platform could unify the computer modeling, analysis and evaluation of the implementation, and on the other hand, the platform Matlab could facilitate the evaluation of calculation by commonly used algorithms and analysis tools. By these exploration, the present study constructed software tools for urban land supply system performance evaluation. Finally, the author examined the performance evaluation of urban land supply system in Zhengzhou City for the last three years, on the basis of the new urban land supply performance evaluation model and Computer-implemented Method that we proposed. The study verified the usability of the two main findings mentioned above, and in some sense provided supplementary measures for governmental administrative decision making for land supply policy.
