The Research Of The Performance Evaluation And Countermeasure Of Urban-land Utilization In Zhengzhou City

The Society and economical development of city is on the base of urban land, and also dependent onthe utilization of land resources. With the rapid development of our economy, the land resource demandsare increased dramatically, which accelerated the process of China’s urbanization. Many people and littleland is the fundamental realities of our country, the rare land resources should develop economy and solvethe problem of food and clothing. Every inch of land must be used rationally and allocated optimally.However, it also become an important task in the process of urban-land utilization when facing thecontradiction between demand and supply of land resources. This study will be helpful for judging theurban land whether be used reasonably, and the problems existed during the process. It also can providesome countermeasures and suggestions to land manager.In this paper, reading a lot of date literatures and referring relative theory and research, taking theoverall performance evaluation of urban-land utilization as example, from four aspects as the intensity ofland investment、utility structure and degree of land、land use benefit and land-use ecological sustainability.Comprehensive evaluation indicator systems for urban-land utilization in Zhengzhou city is set up, usingthe method of goal-based framework to choose23evaluation index. Then using entropy method to weighteach index, and evaluating the performance of urban land utilization in Zhengzhou city from the year of2005to2010, through the comprehensive evaluation model of efficacy function. Obstruction model isadopted to analyze the land utilization in the study period, find the main obstacle factors that affects theperformance of land utilization.The results are: during the period of2005to2010,the performance evaluation of Zhengzhou’s landuse has been arising, from0.3618of2005increased to0.6999,an increase of0.3381.The performanceevaluation of three aspects of Zhengzhou’s land use,the intensity of land investment、utility structure anddegree of land、land use benefit, they were on the overall growth trends. The performance evaluation ofland-use ecological sustainability was continue to fall during the period of2005-2009, it was recovereduntil in2010, but it is still less than the highest level of2005.Through the result from the obstacle degree model to estimate the index of obstacle degree, we can see the biggest obstacle during the period of2005to2010is the factor of utility structure and degree ofland. In2010,the obstacle degree was57.96,it is the maximum value of6years. The next is the factor ofland use ecological sustainability. The obstacle degree of land use ecological sustainability was increasingyear by year. In2009, it is even bigger than the obstacle degree of utility structure and degree of land.After evaluating the performance of urban land utilization and estimating the index of obstacle degree,from the results I have some countermeasures and suggestions to rise the performance evaluation ofZhengzhou’s land use: optimizing the structure of land use and adjustment of industrial structure; Miningland potential of city, improving the efficiency of land use; Paying attention to sustainable development andecological environment construction; establishing and improving regulation and management mechanismof government.
