The high-tech industry has been occupied the national technology innovation heights for a long time, it has enhanced the national innovation capacity and has a far-reaching effects on the economic development process. In China the high-tech industry has developed for more than30years, from none to many, from weak to strong, and it plays an important supporting role in the national economic development. As the technological innovation direction in the future, collaborative innovation has been highly valued by the Party and the Government. In the CCP18th Working Report, it clearly stated that we should particular emphasis to collaborative innovation in many innovation activities. It shows a possible direction of the Chinese high-tech industry innovation in the future.In this paper based on the complex system coordination degree model, according to the technical innovation process we devised the Chinese high-tech industry collaborative innovation system into three parts:innovative resource subsystem, innovative results subsystem and auxiliary subsystem. On this basis we collected from2005to2011related indicators as the Chinese high-tech industry innovation development key sequence variables so as to measure the coordination innovation degree in five sub-sectors of the Chinese high-tech industry. And with the results, we will make a deeply structural analysis in the Chinese high-tech industry.The main content including:in first chapter introducing the research background, purpose, meaning, method and frame structure; in second chapter starting with the synergetic theory and technology innovation theory, defined the concept of collaborative innovation and summarized the nearly research results in this field home and abroad; in third chapter based on the definition of high-tech industry, pointing out the main features drivers of the Chinese high-tech industry and then according the Chinese high-tech industry reality, pointing out how the Chinese high-tech industry collaborative innovation reality is; in forth chapter using the complex system collaborative degree model, dividing the high-tech industry collaborative innovation system into three parts, selecting the related variables as key sequence variables to build the index system; in fifth chapter analysis the high-tech industry collaborative innovation degree from key sequence variables orders, subsystems orders and overall orders with three levels; in sixth chapter proposing targeted policy recommendations with innovation input, innovation output and innovation environment; in the last chapter conclusion and outlook.The results show:(1) The Chinese high-tech collaborative innovation degree has a growing trend in a whole perspective, but in a low level and has a big difference in five sub-sectors of the Chinese high-tech industry;(2) The innovation resource subsystem’s order shows a growth trend, but in the investment process disorderly has a bad effect on the order improving;(3) The innovation result subsystem’s order shows a growth trend, but the produce-study-research value chain disjointed has a bad effect on the order improving;(4) The auxiliary subsystem shows a fluctuated growth and it is the key factor in the collaboration innovation process, the innovation environment should be further more improved.
