In order to meet the advent of the knowledge-driven economy era and the requirements of "innovation country" strategy, building a competitive regional innovation system has become an important power source of regional economic development in the future. In the regional innovation system, high and new technology industry, which is the main front of innovation, is playing an indispensable role in the promotion of the regional innovation capacity. Moreover, with the increasing demand of innovation resources from self-innovation, the efficiency of independent innovation for individuals is continuously reducing, therefore, collaborative innovation would with no doubts be the best path toward a rational allocation for each innovator in the innovation system. For this reason, an evaluation of the collaborative innovation capacity of regional high and new industry is of great significance for not only regional but also national innovation strategy.After a thoroughly review of the researches on corresponding policy recommendations home and abroad, we found out that the present studies mainly evaluate the capacity through innovation resources inputs and outputs with an absence of a comprehensive evaluation from the perspective of the system or the collaborative environment, this provides the research a thought. Then on the basis of comprehensive literature review analysis, this paper builds up an evaluation index system of regional high and new technology industry from three aspects:the main body environment, collaborative environment as well as the collaborative performance. Then we use a structural equation to verify this index system, an Amos software map structural equation is involved so as to further interprets the internal operation mechanism of the regional high and new technology industry collaborative innovation system. On the basis of the objective statistical data, we conducted a main factor analysis to evaluate and rank the collaborative innovation capacity of regional high and new industry from 31 provinces, and conducted a classification through clustering methodology. Results has shown that the collaborative innovation capacity in eastern and coastal areas are generally high, followed by the central area with western areas rank last. Finally, we conducted a main factor analysis from the aspects of the collaborative environment and collaborative performance, and a regression correlation analysis for the synergy degree, and finally by using cluster analysis, we drew the matrix distribution regional of the collaborative innovation capacity of regional high and new industry. On the basis of above analysis, corresponding policy recommendations were put forward in view of the shortcomings of the capacity in combination with the regional practice.
