China's economy has shifted from a high-speed growth stage to a high-quality development stage.High-tech industry is one of the leading industries in the national development,and its growth direction should also enter a high-quality stage.The continuous development of high-tech industry to "high-end" can improve the quality of high-tech industrys' development,thus it can play an important role in promoting regional economic growth and even the development of China's economy,so that China can win more initiative in participating in international competition.Therefore,how to promote it to the "high end" which characterized by high intelligence intensity,high technology and high added value has become the top priority of China's economic development.Firstly,the previous researches on high-end of high-tech industry and collaborative innovation system of high-tech industry have been reviewed in this paper.The high-end of high-tech industry means to promote the development of high-tech industry to a higher level of quality.Its main characteristics are that the technological content and added value of products are higher than before.The collaborative innovation system of high-tech industry refers to the innovation organization system developed by high-tech enterprises,government,university scientific research institutions,financial institutions and other innovative institutions outside the industry,aiming at scientific and technological research and development,achievement transformation and economic benefits.On the basis of this theory,I analyse and summarize the development status of China's high-tech industry and its high-end development,the development status of collaborative innovation of high-tech industry,and judge the high-end level of China's high-tech industry by referring to the innovation ability index and technical effect index proposed in "Made in China 2025".I consider that the high-end level of China's high-tech industry has not fully met the requirements but it is in the process of rising high-end level.During the period of investigation,the degree of collaborative innovation of high-tech industry in China is also becoming more and more higher.Then,the evaluation system to high-end of high-tech industry and to collaborative innovation system of high-tech industry was constructed by factor analysis respectively,and the comprehensive evaluation score was calculated.The high-end comprehensive score of China's high-tech industry has increased year by year from 2005 to 2016,which indicates that it has been moving from low value-added link to high value-added link in the industrial value chain.This is inseparable from China's strong support for high-tech industry and its own scientific and rational development.At the same time,in the process of high-end,high-tech industry has gathered a large number of human capital,material capital and high-tech,which plays a vital role in promoting its rapid development.The comprehensive score of the synergistic innovation system of China's high-tech industry has been increasing year by year from 2005 to 2016,which shows that the innovation achievements of China's high-tech industry are expanding and the innovation cooperation of various innovators in the synergistic innovation system is gradually close.From this,we can preliminarily speculate that the deepening of collaborative innovation can promote the high-end development of high-tech industries.Finally,I make a regression analysis on the comprehensive factors of the high-end level of high-tech industry with the common factors of the collaborative innovation system,study the relationship between them,and selects the corresponding data of the provinces of China in 2016,using factor analysis to score the high-end level of high-tech industry and the level of collaborative innovation respectively.Through horizontal comparative analysis,it further verifies the collaborative innovation of high-tech industry has a promoting role in the development of the high-end technology industry.The results show that: the collaborative innovation factors within the industry,outside the industry and other innovation institutions have significant impact on the level of high-end industry.From the impact intensity of factors,the investment of innovation and development and human resources have the greatest impact on the high-end of high-tech industry,followed by the financial support of the government and financial institutions,followed by the exchange of technology and market.Through the horizontal comparative analysis of the high-end and collaborative innovation degree of high-tech industries in 2016,it is found that the relationship between sales revenue and high-end of new products in high-tech industries is weak,which indicates that it is necessary to further strengthen the ability of high-tech industries to expand their innovative advantages by utilizing new product revenue.However,it should be noted that the level of collaborative innovation has an important impact on high-end,but it is not the decisive factor.From the analysis of Beijing's ranking,we can see that although the level of synergistic innovation is the fourth highest in China,the level of high-end is only in the fifteenth five years.It can be seen that the high-tech industry must first improve its innovation ability,such as strengthening the development of new products,using more income for research and development,in order to truly improve its high-end level.According to the above research results,the innovation of this paper is to study the development of high-end of high-tech industry from the perspective of collaborative innovation,and to construct the relationship framework between high-end high-tech industry and collaborative innovation system.Accordingly,this paper puts forward some suggestions for the high-tech industry,such as strengthening the concept of collaborative innovation,enhancing the ability of independent innovation,strengthening the collaborative support of government and financial institutions,strengthening the cooperation with university scientific research institutions,and strengthening the efforts of fostering science and technology intermediary service institutions and innovative institutions outside industry.
