With the development of the world economic integration and technology, high-tech enterprises are facing more fierce competition. Innovation in high-tech enterprises is the foundation of the survival and the driving force for development. In order to survive in market competition, high-tech enterprises have to deploy and readjust their innovative strategies constantly. Therefore, innovation management of high-tech enterprises in China is an eternal theme. However, in the process of innovation in China, most high-tech enterprises only focus on single aspects of innovation, such as technological innovation, or focus on the innovation in R&D department, lacking of the comprehensive collaborative innovation among technology, organization, institution, market and strategy. The theory circles pay more attention to the study of"synergy"in recent years, but there is still less system research of collaborative innovation, especially in the field of collaborative innovation support system such as performance management system.Based on the background of high-tech enterprises, the article has made a thorough study on the collaborative innovation in high-tech enterprises and the performance management system supported by collaborative innovation.The main innovative works of this paper include:Firstly, it defines the meaning of collaborative innovation. Then it proposes the conception of collaboration demand degree, and constructs a Two-Dimensional Quadrant Model of demand analysis of collaborative innovation. It analyzes the influencing factors, and designs the analysis scale and its variance analysis model. It points out the realization ways of collaborative innovation. Then the characteristics of collaborative innovation in high-tech enterprises are analyzed, and the type of collaborative innovation in high-tech enterprises is determined. In the article, it also clarifies that performance management is an important way to support for collaborative innovation.Secondly, it sets up the index system of innovation performance, and analyzes the relevance between innovation factors'collaboration and innovation performance. Then it analyzes the collaborative innovation of high-tech enterprises with method of system analysis, and also analyzes the import, export, basic elements, objectives and operation mode of the collaborative innovation system. Subsequently, it builds a conceptual model of collaborative innovation system. Thirdly, it analyses the requirements of collaborative innovation on the performance management system, puts forward performance management features in support of collaborative innovation in high-tech enterprises. Then it analyses the complexity and flexible mechanisms and models of collaborative performance management system, and gives the definition of collaborative performance management. Based on the process and type of the collaborative performance management, it constructs a two-dimensional analytical model. Then it designs the collaborative performance management system.Fourthly, on the basis of collaborative performance management, it designs the Balanced Score Card (BSC) of the high-tech enterprises. According to the types of collaborative performance management, it decomposes the Balanced Scorecard. Then it decomposes the department BSC coordinately, and designs the Post Performance Index coordinately. Then it constructs the analytic network process model according to index weight. By applying fuzzy comprehensive evaluation method, it evaluates the performance management system coordinately.Fifthly, it applies the methods and models provided in the paper in a high-tech enterprise in China. It analyzes the collaborative demand degree of the enterprise, and builds a conceptual model of collaborative innovation system. It designs performance management system for this enterprise using two-dimensional quadrant model. Finally, it designs the indexes of performance management system using BSC based on the collaborative performance management.
